Project Summary:
MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines, 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to the USAID Missions within the geographic area of coverage. PIMMELA will work collaboratively with the Mission staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation, assessment and research services; and collaborating, learning and adapting (CLA).

Pipeline Summary:
The Monitoring, Evaluation and Learning (MEL) Team Leader Consultants will provide short-term technical support across various sectors. This includes health, focusing on areas such as family planning, maternal and child health, and health governance. In education, the Consultants’ expertise will be crucial for initiatives such as basic education and inclusive education for learners with disabilities. The Consultants will also be responsible to provide guidance on environmental projects, including natural resource management and climate change resilience. The role’s responsibilities extend to economic growth, democracy and governance, humanitarian assistance, and collaborating, learning, and adapting initiatives. The Consultants’ responsibilities also include ensuring gender equality and social inclusion across all projects. Applicants should indicate in which technical field(s) they have MEL experience and expertise. The Consultants will provide MEL support from 2024 to 2027 on short-term basis.

Qualifications:
Master’s degree in any of the relevant fields required. Minimum seven years of MEL and/or CLA experience in the relevant fields required. Experience supporting donor-funded projects required, preferably with USAID. Knowledge of development project implementation in the Philippines, Pacific Islands, or Mongolia required. Strong written and oral communications skills are required. Fluency in English required.
