MEL Team Leader Consultants, PIMMELA

Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines, 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to the USAID Missions within the geographic area of coverage. PIMMELA will work collaboratively with the Mission staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation, assessment and research services; and collaborating, learning and adapting (CLA).

Pipeline Summary:

The Monitoring, Evaluation and Learning (MEL) Team Leader Consultants will provide short-term technical support across various sectors. This includes health, focusing on areas such as family planning, maternal and child health, and health governance. In education, the Consultants’ expertise will be crucial for initiatives such as basic education and inclusive education for learners with disabilities. The Consultants will also be responsible to provide guidance on environmental projects, including natural resource management and climate change resilience. The role’s responsibilities extend to economic growth, democracy and governance, humanitarian assistance, and collaborating, learning, and adapting initiatives. The Consultants’ responsibilities also include ensuring gender equality and social inclusion across all projects. Applicants should indicate in which technical field(s) they have MEL experience and expertise. The Consultants will provide MEL support from 2024 to 2027 on short-term basis.

 

This job posting is a call for Consultants specializing in MEL in the following areas:

Health: Family planning, maternal and child health, adolescent reproductive health, tuberculosis, HIV, health information systems, community-based drug rehabilitation, health governance, health financing, health supply chain management, health security and epidemic preparedness and response. Education: Basic education, technical-vocational workforce development, higher education, early grade reading, inclusive education for learners with disabilities and special needs, education governance, out-of-school youth, youth leadership. Environment: Natural resource management, biodiversity conservation, climate change, renewable energy, climate resilience, waste management, circular economies, climate financing, energy security and access, fisheries and anti-IUU (illegal, unreported, and unregulated) fishing, forest protection and restoration, anti-wildlife trafficking, water security, and water sanitation and hygiene (WASH). Economic Growth: local enterprise development, digital transformation and connectivity, public-private partnership, private sector engagement, urban and rural development, public financial management, regulatory governance and competition, food security, cybersecurity, trade assistance and capacity building. Democracy and Governance: Local and participatory governance, anti-corruption, elections and political participation, youth leadership, civic engagement, access to justice, peace building, human rights, anti-trafficking in persons, media freedom, counter-disinformation and misinformation. Humanitarian Assistance: disaster relief, emergency response, disaster risk reduction and management, disaster preparedness and capacity building. Cross-cutting: Gender equality and social inclusion (GESI), localization, disability, and diversity, equity, inclusion and accessibility (DEIA).

 

Qualifications:

Master’s degree in any of the relevant fields required. Minimum seven years of MEL and/or CLA experience in the relevant fields required. Experience supporting donor-funded projects required, preferably with USAID. Knowledge of development project implementation in the Philippines, Pacific Islands, or Mongolia required. Strong written and oral communications skills are required. Fluency in English required.
