The WRS Employer Reporting Team manages and monitors the contribution activities of over 600 employers which include the receipt, reconciliation, and posting of approximately $30 million in monthly employee and employer contributions including related interest. The WRS Retiree Services section administers the nearly $65 million monthly retiree pension annuity payroll for 8 retirement plans administered by WRS for a disbursement count of over 35,000 annuity payments. Human Resource Contact: Ryan Scheer,ryan.scheer2@wyo.gov, 307-777-8570 ESSENTIAL FUNCTIONS: + Examines, analyzes and interprets program guidelines for the Employer Reporting and Retiree Services Teams. Monitors and oversees the daily processing of the retiree payroll process. Monitors and ensures compliance of employer contribution reporting and collection of contribution disbursements. Leads and mentors assigned department supervisors. Provides technical expertise in accounting, finance and fraud prevention. Creates, maintains, and trains assigned teams to oversee and ensure compliance of state statutes, policies, procedures and regulatory requirements to support the mission assigned programs and WRS as a whole. Provides technical analysis and expertise in financial practices, WRS and state contracting systems and operational matters including data handling, fraud prevention and IRC guidance. + Works with custodian bank and State of Wyoming bank to approve, research and reconcile transactions. Serves as a subject matter expert for the Employer Reporting and Retiree Services Teams to provide guidance, policies, procedures and research and resolve complex member and financial transaction issues. Provides scope of work for contract vendors on behalf of teams under direct supervision. Creates and leads testing for software enhancements, bugs, etc. Provides technical advice on proposed policy and makes changes in the system as it relates to IRS, legislation and regulatory compliance changes. Approves the finalization of refunds, retirements and ongoing retiree annuity payments for funding. Escalation point for direct reporting supervisors for member complaints, personnel actions, and team conflict resolution. + Ongoing Reporting and Monitoring of Data and Systems: Weekly, monthly and ad hoc prepares and tracks operation statistical information related to financial and operational in a report format to provide to WRS directors for purposes of tracking trends and board reporting. For the Retiree Services Team, reviews and approves weekly member refund payments (which range from $200 thousand to over $1 million) and monthly retiree payroll (in excess of approximately $65 million). For the Employer Reporting Team, oversees the member contribution processes which includes receiving approximately $32 million in member contributions. This position will work with the finance manager and agency directors for data inquiries and reporting needed for legislative requests and board reporting. + Annual Reporting and Deadlines: Sets year end and ongoing deadlines for the Retiree Services and Employer Reporting Teams. Works directly with an external custodian bank, State of Wyoming contracted bank used for contribution cash receipts, works with employers and entities to develop and communicate processing procedures to ensure compliance of reporting requirements, contracted terms and data handling. Serves as the point of contact responsible for research and reporting to internal and external auditor requests to complete timely and sufficiently. Annually works with contracted actuary to resolve data requests for all plans. + Leadership and Staff Development: Mentors and leads two supervisors to ensure direct reporting staff and teams have appropriate internal controls within their respective sections, are setting mission oriented goals and have professional development guidance and opportunities. This position will monitor and oversee regulatory and process compliance for two teams. This position will evaluate staff performance through the State of Wyoming’s performance process and assist with hiring and disciplinary actions as necessary within the two departments assigned. + W ork with technology solutions for the systems both teams use and will need to be interested or have past experience working in software systems for accounting and/or workflow systems. Work with the internal information technology (IT) team and contracted IT consultants to develop, test and implement system changes and upgrades. Work with Deputy Director and peer management to evaluate system changes and manual processing activities for compliance with state and regulatory requirements. Track and monitor ongoing projects related to assigned teams for timely implementation. Qualifications KNOWLEDGE: + Knowledge of internal controls over accounting applications and processes. + Knowledge of Generally Accepted Accounting Principles (GAAP) as they are applied to government accounting systems. + Knowledge of basic information technology systems and software applications. + Serves as the primary contact for escalated and complex evaluation, research and problem resolution for the Employer Reporting and Retiree Services Teams. + Working knowledge of how to develop and install accounting systems, records, methods and procedures to address changes in requirements in accordance with accounting standards and WRS pension plan administration. + Monitors payroll reporting and practices to meet GAAP requirements and performs annual year end closing and reconciliation. + Ensures adequate internal controls, manual and automated system documentation and work flow processes and procedures for internal financial systems are in place to provide timely and accurate information. + Reviews monthly financial reports. Reconciles and works with teams to correct any changes in financial reporting, employer contribution and member annuity payments. + Reconciles distribution and employer reports from the custodian bank and external reporting entities to ensure accuracy and compliance. + Effective leadership and supervisory skills and knowledge. + Ability to communicate and work with various agency personnel at all levels in a team environment. + Maintain a high level of performance and professionalism with little supervision. + Working knowledge of software programs such as Microsoft Excel, Word, PowerPoint, and Google G-Suite. + Oversees and is responsible for data reporting and data integrity of all activities, transactions and reporting for the Employer Reporting and Retiree Services Teams. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, etc. + Special physical demands are not required to perform the work.
