Duties Description The Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Specialist 2, Grade 23, position in the Division of Integrated Community Services for Children and Families, Outpatient Unit. The Division directs, supports, and oversees all community based mental health services funded, designated and/or licensed by OMH that serve children and their families, to ensure they are providing quality, strengths-based, trauma-informed, family-driven, youth-guided, and culturally and linguistically informed. The Children’s Outpatient Unit’s portfolio includes child and family serving Mental Health Outpatient Treatment and Rehabiliative Services (MHOTRS)/clinic including, School-Based Mental Health Clinics, Intensive Outpatent, and Integrated Outpatient Services. In addition, the Unit supports Certified Community Behavioral Health Clinics and other integrated care programming. Under the direction of a Mental Health Program Specialist 3, the incumbents will perform a full range of program activities associated with the oversight and management of outpatient programming and support contracts and initiatives serving children and their families within the Division of Integrated Community Services for Children and Families. Specific duties to be performed may include, but are not limited to, the following: • Provide direction and oversight for assigned programs and initiatives, including program management and contract management of any related funded trainings or activities .Provide project management for specialized initiatives to ensure that deliverables and expectations are being met.Analyze data and systems trends and develop needed interventions, trainings, guidance documents, resources, and other tools to assist the children’s mental health system with implementing systems improvements.• Support the engagement and inclusion of family and youth voice into the development of programs, support services and initiatives serving children and their families.• Provide overall program support for applicable OMH licensed, designated and funded children’s outpatient and community based services, programs and initiatives in accordance with State and Federal guidance.• Provide technical assistance, training and support to providers statewide, as well as Field Office staff, regarding program policies and guidance.• Review and monitor all required reports, including: data collection, expenditure reports, site visit summaries and corrective action plans; to identify statewide programmatic trends.• Prepare reports based on program findings and reviews, in addition to updating and maintaining all policy guidance documents. • Work in collaboration with field office staff on the monitoring and oversight of community-based programs and initiatives to assure adherence to program model requirements.• Work with providers and other stakeholders, as well as coordinate efforts with other OMH divisions and relevant State agencies, to address issues related to targeted program areas.• Provide technical assistance and support to providers based on identified needs and trends, along with connecting providers to available training opportunities to address.

The ideal candidate(s) will have direct care as well as experience with research and data analysis, including familiarity with the research and evidence based care for co-occurring conditions and a knowledge base of child-serving systems in New York State. Generally speaking, this role requires strong knowledge and skill related to integrated care; excellent interpersonal skills; excellent communication and writing skills with professionals with both clinical and non-clinical backgrounds; critical and analytical thinking; the ability to work independently; the ability to work in a multidisciplinary team. Preferred candidates may also include individuals with experience working with military veterans and/or children of military veterans or active service members, and/or may have experience as a service member of the Armed Forces.
