GENERAL FUNCTION:
Oversee, develop, and implement policies and procedures relating to the Counseling Programs. Supervises the work and coordinates the activities of assigned staff and provides support for the total Center staff to enhance student social, educational, and emotional development and in obtaining the appropriate support and resources needed to successfully complete the program. Coordinates the career preparation services for enrolling students. Maintains quality control responsibility for determining student readiness for CDP and transition services for former enrollees. Establishes and maintains linkages for the Job Corps Center with support services agencies, potential employers, and field Career Transition Specialist.
ESSENTIAL FUNCTIONS:
1. Plans, manages, and ensures that the Counseling and CPP Program operates within the guidelines outlined in the PRH, Regional Directives and Corporate Operating Procedures.
2. Assigns duties to assigned staff, supervises performance, and prepares performance evaluations.
3. Coordinates and implements a structured system of communication between counselors and other Center staff.
4. Assesses and schedules in service training for assigned staff, as needed.
5. Evaluates the impact of all Center services on the personal and social development of students (including dormitory management, behavior management, academic/career technical instruction and recreational programs).
6. Ensure files are maintained and documented in accordance with Corporate and Department of Labor standards for all students.
7. Assists students in seeking advanced training opportunities, i.e., technical training, college admittance, advanced work experience and military placement.
8. Ensure that group counseling sessions are conducted and documented properly.
9. Maintains communication with parents and screeners regarding the resolution of students' progress and/or problems.
10. Coordinates and approves assigned staff work schedules and vacations.
11. Ensure the delivery of appropriate services in accordance with compliance standards.

12. Maintain productive and collaborative relationships within the organization and with community partners seeking out and assisting in securing services needed to help students.
13. Actively pursue, develop and/or participate in new initiatives to expand programs and services in response to identified needs.
14. Participate in professional development networks and associations to stay abreast of emerging trends and best practices.
15. Actively monitor compliance in accordance with contract requirements and company.
16. Comply with and enforce Company administrative procedures and policies to assure efficiency and reduce delay and complications.
17. Actively monitor accuracy and completeness of data in accordance with Company rules and expectations.
18. Actively promotes MINACT, INC and the Job Corps Program.
19. Establish partnerships with community groups and organizations, state, and local workforce development systems to include one-stop career centers.
20. Ensures that the Career Preparation Plan reflects the Center’s CPP operations and is updated yearly.
21. Ensures that each new student is provided with an introduction to center life to include the Job Corps Mission, student rights and responsibilities and student expectations.
22. Ensures that career success standards, employability skills, attitudes and knowledge are practiced and integrated into all phases of career preparation and student life on Center.
23. Administers the Job Corps placement tests to all new students within 48 hours after arrival. Provides instruction and supervision to students on the proper use of the Center Information System (CIS) and provides on going training sessions to familiarize staff with testing materials, procedures, etc.
24. Assures that linkages are established with social services agencies to ensure that transitional needs assessed such as housing, day care, transportation, etc. are addressed banking, and school registration.
25. Develops linkages with local One-Stop Career Centers to ensure that students can receive necessary services.
26. Ensures that all assessments are conducted and documented within the required timeframe.
27. Guides and promotes safe work performance by developing safety systems, policies and procedures, communications, and recognition for subordinates in areas supervised.
28. Ensures that the MINACT Positive Center System, employability skills, attitudes and knowledge are practiced and integrated into all phases of CPP.
29. Ensures the integration and implementation of the Career Success Standards into the center’s CDSS Plan.
30. Meets and exceed the goals, performance expectations and standards established by Job Corps, Corporation, and the Center.

31. Conducts and documents counseling folder audits in accordance with Company operating procedures.
32. Conducts and documents formal and informal classroom visitation in accordance with Company operating procedures.
33. Serves as the student Equal Opportunity Officer.
OTHER FUNCTIONS:
1. Develops job performance standards and work assignments for staff within the department and monitor the work performance of the department
2. Exhibits behaviors and best practices that are consistent with the vision and values of the company and comply with all established Company policies, practices, and procedures of MINACT, INC.
3. Practices social and employability skills with students and staff that are consistent with the established Job Corps Career Success Standards.
4. Practices safe work habits to eliminate and control potential safety and health hazards and to maintain a safe workplace environment.
5. Attends all required training and ensures assigned staff attends scheduled training.
6. Works as part of the Management team to assure that Performance Outcome Measurement System goals are achieved.
7. Models, supports, and integrates employability skills, attitude and knowledge into all phases of career development.
8. Provides on-going professional development opportunities for staff.
9. Evaluate employee performance in a timely and consistent manner.
10. Submit all required reports timely.
11. Operates Center vehicles to provide transportation for students as assigned/needed.
12. Performs other job-related duties as assigned by designated and/or authorized staff.

MINIMUM QUALIFICATIONS:
Education/Experience:
Bachelor’s Degree required including 15 semester hours of instruction in social services – related instruction, three years of experience in counseling or related field and have two years of supervisory experience. Master’s Degree preferred.
