Northrop Grumman, Mission Systems is looking for a Manager, Programs Level 3 within the Tactical Fighters Sensor Production and Development operating unit in overseeing the production of the F-35 APG-81 radar. This position is located in Baltimore, MD and is a full-time onsite opportunity
The primary objective will be the delivery of all contractual requirements on cost and schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. Additionally, the selected candidate will be responsible for capital facility projects and affordability initiatives to prepare for future growth and improve the profitability of the programs.
The individual will lead a cross-functional organization aligned to common program performance goals. Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).
Lead and direct cross-functional teams to meet program cost, schedule and technical performance requirements, including at least monthly estimates at completion (EACs)
Establish and coordinate staffing of a program organization that effectively addresses customer requirements including workforce planning
Establish and monitor adherence to program metrics, milestones, and schedules
Establish and manage program risks and opportunities
Identify and resolve program problems, including management of return-to-green plans
Serve as primary customer contact for program activities
Effectively communicate and present to customers, company leadership, and program stakeholders
Participate in contract negotiation and change management, operating budgets, schedule milestones, and key terms and conditions.
Coordinate proposal preparation, capture plans, proposal statements of work, operating budgets and financial terms/conditions of contract
Manage government/customer supplied property or information (GFE, CFE, etc.)
Managing suppliers to meet program objectives.
Adhere to all internal processes, policies, and applicable industry standards
Ensure program team understands and adheres to contract scope and manages change
Basic Qualifications:
Bachelor's Degree and 7+ years’, Master’s Degree and 5+ years’ experience supporting Department of Defense, Government contracts, or project management in other industries (An additional 4+ years of applicable work experience may be substituted for a Bachelor's Degree).
Experience on a large-scale production program as a program manager, operations program manager, or integrated program team lead.
Experience and fluency in utilizing the Earned Value Management System to manage cost, schedule, and technical performance as a program manager, integrated product team lead, or control account manager
Demonstrated success aligning teams or organizations to achieve a common goal.
Demonstrated success proactively driving program risk management and problem resolution.
Demonstrated success meeting both program contractual requirements and stakeholder expectations.
US Citizenship.
Active DoD Secret Clearance.
Preferred Qualifications:
Demonstrated business acumen.
Executive level communication skills.
Operations Program Management or Manufacturing experience.
Experience leading a large-scale proposal including negotiations.
Experience recognizing and responding to customer needs to develop additional sales that support organizational objectives.
Salary Range: $178,500.00 - $267,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
