This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.

 

SUMMARY OF DUTIES:
The Manager (MTO) is the position responsible for the safe operation, supervisory management and general oversight of all train dispatching territory incorporated among “PSCC” and ”40” Office environments within Amtrak’s Northeast Division.  The MTO is the front-line manager with responsible authority for those performing service to safely move trains and maintenance of way equipment.  The MTO protects the Department and Company from risk ensuring that all direct reports and subordinates generically comply with Rules and/or procedure in addition to ensuring that all parties are coordinated in their duties.  In addition to managing subordinates, territory and potential incidents, the MTO will likely the first point of contact to other internal and external stakeholders, including superior officers, CNOC, FRA and/or Amtrak Media Relations to ensure messaging  through the company is clear and without confusion.   The Train Movement Office is a “sentinel of safety” that facilitates the operating practices and standards of the Department and Company.  The MTO responsibility to ensure that the Train Movement office is a safe environment, facility and one with an inspired culture that promotes a healthy working environment that recognizes diversity, but which must also be managed with standards of clear direction, discipline and an overriding conscience of Amtrak’s Mission Statement “We provide safe, efficient and effective intercity passenger rail mobility, consisting of friendly, high-quality service that is trip-time competitive with other intercity travel options. 
 
ESSENTIAL FUNCTIONS:

The MTO is responsible for overseeing and coordinating the safe movement of trains and maintenance of way equipment. The MTO is responsible to directly supervise subordinates to ensure they are performing duties in concert with NORAC Operating Rules, Amtrak Timetable-Special Instructions, Amtrak Train Dispatcher’s Manual in addition to any other applicable operating instructions and procedures including CFR and/or FRA regulations.  The MTO will ensure that all parties under their authority are properly communicating and managing their respective duties to communicate, coordinate and/or supervise the activities of interlocking stations connected to their Subordinate’s roles.  MTO must also ensure that subordinates are effectively communicating with train crews, other train movement offices, clerical forces, freight and/or commuter railroad control centers and field supervisors, including those representing Transportation, Engineering, Police and/or First Responders. The MTO is responsible for cost effective utilization of Train Movement personnel, monitoring attendance and generalized resource efficiency. The MTO will help support initiatives of risk mitigation, including counseling, training and/or mentoring of subordinates. The MTO will conduct and/or participate in the performance of disciplinary and root-cause investigations, monitor the Daily Track Usage and/or major track projects to identify potential conflicts and ensure safe and timely production. The MTO will assist in recovery from service disruptions. The MTO must be prepared to act in the capacity of the PSCC and/or “40” Office Assistant Superintendent(s), when necessary, author reports, as required by procedure or upon request from their supervisors and must take direction from their immediate supervisors and/or superior officers.

 
MINIMUM QUALIFICATIONS:

Ability to make timely, critical decisions concerning incidents with recognition of Safety, Rules, Procedure, Policy along with guidance from experience and knowledge of the territory, infrastructure and related conditions. Ability to manage, train, mentor and discipline direct reports through monitoring and recognizing their skills, attributes, and weaknesses. Ability to communicate and explain a situation and/or conditions effectively and with diplomacy and document same via written reports. Ability to act upon incomplete information in a time-critical environment in order to begin developing and implementing recovery plans as soon as service disruptions first occur Able to work any shift; 24/7; 365 days per year.

 
PREFERRED QUALIFICATIONS:

Qualified on the entire territory incorporated among the Northeast Division of the New York Train Movement Office. Working knowledge and conversant on the operations and logistics of tenant Carrier’s (commuter and freight) equipment, crews, procedures and service recovery plans Qualified on all applicable documents or portions of documents pertinent to the position (NORAC, Amtrak Special Instructions, Amtrak Train Dispatcher’s Manual, AMT-2, AMT-3, AMT-4 and Safety Rules) Demonstrated aptitude for working with and through a diverse work force at all levels of the organization to achieve a common objective (be it business-as-usual train operations or recovery from a major service disruption). Ability to effectively convey information and instruction to field supervision (trainmasters, road foreman, managers of train operations and others). Proficiency using computer applications such as Microsoft Office Suite and ability to learn how to use Amtrak’s internal systems for researching and documenting incidents, such as those used for Amtrak’s Audio Recording, Efficiency Testing and “Arrow” applications.

 
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:

The salary for the Mgr Train Ops I is $114,000 - $119,000 and the salary  for the Mgr Train Ops II is $124,000. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
