Primary Purpose
Manages the Parkland Value Analysis Program by developing and maintaining collaborative relationships with Parkland's clinical and healthcare system staff to ensure effective, results-oriented project outcomes, including implementation of Group Purchasing Organization (GPO) benchmarking findings, technology assessments and other initiatives.
Minimum Specifications
Education
Must have a bachelor’s degree in nursing or related field.
Experience
Must have six (6) years process/quality improvement, value analysis, or related experience in a health care setting. Previous management, budgetary and financial analysis experience preferred.
Certification/Registration/Licensure
Must have current RN license or valid temporary permit with the Texas Board of Nursing or valid Compact RN license. Must have current healthcare provider BLS for Healthcare Providers certification on hire or within 90 days from one of the following: American Heart Association American Heart Association Military Training Network
Skills or Special Abilities
Maintains standards of professional conduct and performs all assigned and unassigned duties in accordance with the current State of Texas Nursing Practice Act. Must have good organizational skills and be able to demonstrate both analytical/statistical and managerial skills. Must be able to communicate effectively orally and in writing with all levels of internal and external personnel. Must be able to facilitate work groups and have experience working in a consensus environment. Must be knowledgeable of clinical and operational improvement processes. Must be able to demonstrate knowledge of academic hospital and clinical staff, including but not limited to laboratory, radiology, nursing, pharmacy, medical staff etc. Must have excellent presentation skills, and personal computer skills in word processing and spreadsheet software, and other applicable software.
Responsibilities
Ensures enterprise-wide compliance with rules, regulations, policies, procedures, guidelines, laws, etc. that impact or govern procurement and supply chain management. Develops effective internal controls that promote adherence to the applicable state/federal laws and the program requirements of accreditation agencies and federal, state, and private health plans. Identifies opportunities for cost savings related to improve product, service and process standardization and utilization. Assigns projects as skills dictate. Prioritizes opportunities as they impact the strategic direction of Parkland. Applies advanced knowledge or clinical expertise in assisting in the selection, evaluation, monitoring, analysis and implementation of cost-effective products, services, and processes within Parkland. Interacts with all appropriate department managers, medical staff, and healthcare staff to develop, coordinate, and integrate cost management programs into department services. Collaborates with departments to monitor and report compliance of implemented changes in products, services, and processes. Manages, monitors, and reports hospital wide value analysis related cost reductions to administration and department managers. Prepares quarterly reports and monitors trends in product, service, and process utilization/consumption with emphasis on those prone to abuse. Manages value analysis data for accurate outcome documentation. Serves as a liaison to the GPO on behalf of Parkland administration to facilitate and support value analysis objectives. Utilizes GPO benchmarking findings, technology assessments, and other GPO initiatives /information to assist in the identification and implementation of product, service, and process related cost-savings measures. Develops and maintains an educational program on the value analysis process. Coordinates with staff development on all educational programs relating to products, services, and processes. Participates as a member, chair, co-chair or ad-hoc of Parkland committees designated to analyze potential products, services, and processes. May serve on other interdisciplinary committees as assigned.

Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
