Summary About the Position: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Development Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Responsibilities Serve as a data manager for the institute’s Select Agent Program (SAP). Serve as a Select Agent Program Manager, ensuring the Select Agent Program is compliant with all activity regulations for the acquisition, storage, use, transfer and destruction of all Biological Select Agents and Toxins (BSAT). Manage and support program databases to include user accounts, records, registration, inspections, inspection reports and responses. Monitor the Federal Select Agent Program (FSAP) registration, BSAT-related permits, and all required training records. Draft, review, and submit documentation related to BSAT including reports, training, standard operating procedures, permit applications, memorandums, and taskers. Plan and conduct comprehensive physical inventories and audits of BSAT at biosafety levels BSL-2, BSL-3, and BSL-4. Participate in conducting studies to enhance inventory management, accountability and physical security of BSAT specimens. Requirements Conditions of Employment Qualifications USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-02 payband is equivalent to the GS-05 step 1 to GS-12 step 10 level, HOWEVER management has elected to announce at the higher end of the pay band (GS-09 to GS-12). In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. Additional information about transcripts is in this document. Basic Requirement for Research Microbiologist: A. Degree: Bachelor's degree (or higher degree) in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent. OR B. Combination of Education and Experience: Courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes (1) Experience working with Biological Select Agents and Toxins (BSAT) database programs; (2) Experience working in a registered, biocontainment facility assuring compliance with regulations for the acquisition, storage, use, transfer and destruction of BSAT; AND (3) Experience with inventory, accountability and management of BSAT materials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Individuals must obtain and maintain enrollment in the Biological Personnel Reliability Program (BPRP) as a condition of eligibility for continued employment. The BPRP is a suitability and reliability program operated by the agency and requires the employee to submit to and satisfactorily complete suitability and reliability screening and analysis. As a condition of employment, employees in this position must also be approved by the Department of Health and Human Services and the Department of Justice for access to laboratories containing biological select agents and toxins pursuant to the terms of 42 CFR Part 73. Incumbent works in containment suites with highly hazardous infectious agents and toxins and is required to participate in then Occupational Health Surveillance Program (OHSP). The OHSP monitors worker health and provides vaccinations aimed at additional protection above personal protective devices. This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health & ability or fitness to perform the duties of the position.
