Position Summary
The Mid Budget Analyst provides analytical services to USAID as an institutional support contractor under the GHTASC contract. The Mid Budget Analyst leads the formulation and tracking of office budgets and provides budget execution guidance and support for Mission programs. The Mid Budget Analyst interprets and analyzes financial data to present findings and propose solutions. The Mid Budget Analyst is expected to perform a variety of complex and routine duties ranging from tracking budget distributions via an Excel spreadsheet to providing input and decision making on funding distributions.

Salary RangeFull salary range for this position is: $78,780 to $124,540 per year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
Responsibilities include, but are not limited to the duties listed below Assist Office of HIV/AIDS and USAID Missions staff with PEPFAR financial management processes, including budget preparation, implementation, tracking, and projecting need. Monitor, track, and report on program budget allowances, distributions, obligations, unliquidated obligations, expiring, and canceling funds for mission programs.Review, analyze, and modify budget estimates and resource funding requests for completeness, adequacy of supporting narrative justifications and conformance with policy and guidelines. Prepare and manage PEPFAR budgets and financial tracking sheets to be used by the team. • Design and maintain administrative and financial tracking systems. Provide program related administrative and financial support to systems, databases, and file maintenance. Train and provide technical assistance on tracking and analyzing obligations, expenditures, and pipeline. Assist AOR/COR and Technical Advisors in compiling appropriate financial documentation to ensure timely award and sub-award approvals, budget obligations, and agreement/contract modifications. Collect, interpret, analyze, and organize financial information for use in briefings, publications, and reports. Conduct analysis on project budgets and create data visualization to communicate key information regarding expenditures and value for money and advise on funding needs going forward. Develop budget related briefers, communications materials, cables, and presentations. • Ensure that schedules and deadlines are met, ensuring that the appropriate funding is available for all obligations needing completion prior to the end of the fiscal year.Participate in portfolio reviews by helping to refine the process, develop and prepare all materials related to budgeting and program expenditures. Travel internationally and/or domestically, as necessary. Other duties as assigned. Education, Requirements and Qualifications Master’s degree and 4 years of relevant experience, Bachelor’s degree and 6 years of relevant experience, Associate’s degree and 8 years of relevant experience, or High School Diploma and 10 years of relevant experience. US permanent residency with the ability to obtain and maintain Facility Access or US citizenship with the ability to obtain and maintain a Secret Clearance. Knowledge of budget formulation and execution of PEPFAR programs.Experience PEPFAR budget processes including original budgets and modified budgets to include Funding Allocation Strategy Tool and Operational Plan Updates (OPU).Extensive experience working with missions to provide programs technical expertise and analytical skills regarding PEPFAR financial and budget management tools.Fluency in the use of Microsoft Excel and the ability to work with large and complex spreadsheets and pivot tables. Expertise in detailed work with complex budget and financial information Excellent organizational skills, and attention to detail particularly regarding the organization of information and tracking frequent changes to budget allocations. Knowledge of USAID programming processes, the foreign assistance framework and uses and purposes of USAID health funding preferred. Experience and/or familiarity with federal budget processes is desired. Demonstrated ability to work independently and successfully prioritize competing tasks with shifting deadlines and multiple points of contact. Ability to travel internationally and/or domestically approximately 10-15%, as needed.Competencies/Performance Criteria
