Raba Kistner is seeking a detailed-oriented, dependable Environmental Scientist III to join our Environmental team in Houston, TX. The Environmental Scientist III responsibilities encompass supporting and contributing to a successful Environmental Services Division through execution of natural resources projects under the supervision or guidance of a project manager and/or technical expert.   Primary responsibilities include: Performance of field inspections, surveys and reports for projects including but not limited to; wetlands and waters of the US delineations; identification and mapping of threatened and endangered species habitats; industrial and construction stormwater pollution prevention inspections.   

Employee shall have the following minimum duties and responsibilities:Conducting Clean Water Act Section 404 (surface water and wetland) investigations in support of transportation, energy, water, and other infrastructure projects.Prepare ecological and water resource technical reports based on desktop and field assessments.Prepare environmental review documents complying with the National Environmental Policy Act (NEPA) for various infrastructure types, project sponsors, and lead agencies.Lead field crews conducting ecological studies, and directly participate in these activities.Assist with preparation of environmental registrations, permits and other submittals required by federal, state, or local agencies. Perform desktop studies and coordinate with resource agencies to identify project related environmental constraints (TPWD, USFWS, TCEQ, and others).Participate in Phase I and/or Phase II Environmental Site AssessmentsCoordinate activities of subcontractors on assigned projectsParticipate in public involvement activities.Interact with clients as necessary.Other duties as assigned by Supervisor.

Qualifications

Bachelor’s degree or higher in environmental science/engineering, chemistry, geology, biology or related field.5-7 Years applicable experienceProficient knowledge of:Natural resources (NEPA, wetland and waters of the US delineations) including field sample collection protocols and processes.How to operate geographic data collection and other scientific data collection equipment.Direct involvement complying with environmental review procedures for the following agencies: TxDOT, FHWA, HUD, FEMA, TWDB, USDA, DOE, and others. U.S. Army Corps of Engineers permit program and direct experience with one or more regulatory offices in Texas or beyond, including working knowledge of the functional assessments pertinent to the regulatory office Possess a valid driver’s license within the applicable jurisdiction and meet firm’s auto insurability requirements. 

Preferred Qualifications:

One or more of the following Individual TxDOT pre-certification work categories: 2.1.1 (Traffic Noise Analysis), 2.2.1 (Air Quality), 2.3.1 (Wetland Delineation), 2.4.1 (Nationwide Permit), 2.4.2 (Individual Permit), 2.4.3 (US Coast Guard & ACOE Permits), 2.6.1 (Protected Species Determination – Habitat), 2.6.2 (Impact Evaluation Assessment), 2.6.3 (Biological Surveys), 2.14.1 (Environmental Document Preparation or others.Experience preparing one or more of the following documents: Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, Federal Energy Regulatory Commission filings, HUD Environmental Review Records, TWDB Environmental Information Documents, Presidential Permit Applications, and others.Experience conducting migratory bird nest surveys and preparing reports of findings.  

 Good oral and written communications skills and ability to work in teams at different levels within the organization. Must be able to identify and resolve problems in a timely manner. Must be able to work in a team environment. Must be able to effectively read and interpret information, present numerical data in a resourceful manner and skillfully gather and analyze information. Ability to work independently on a job site. Must be able to work well with all levels of people within the organization and outside of the company. Intermediate in Microsoft Office (Word, Excel, PowerPoint, Outlook).

Environmental conditions are frequent exposure to outdoor weather conditions, wet or humid conditions, extreme cold, and occasionally extreme heat. Noise level for this position is moderate.

This position may require protracted or irregular hours. Flexibility to work irregular hours is necessary due to client needs.
