Summary You will serve as a MILITARY SUPPORT SPECIALIST in the SURFACE COMBAT SYSTEMS TRNG CMD (SCSTC) ofSURFCOMSYSTRNCMD DET WESTERN PACIFIC. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.*** Responsibilities You will serve as a Security Manager, Administrative Officer, Command Pay/Personnel Administrator, Agency Program Coordinator for the Government Purchase and Travel Cards Programs, and be the DMDC Trusted Associate Sponsorship System Trusted Agent. You will receive, review, and approve requests for clearances, final adjudication, special investigations, periodic reviews, foreign travel, and Contractor Common Access Card (CAC) administration. You will be responsible for the utilization, justification, and tracking of annual funds from the time they are authorized through the life cycle of the appropriation You will be responsible for validation and approval of all purchase requests made ensuring methods of procurement and required substantiating documentation are followed. You will serve as the command subject matter expert for all military personnel and pay systems overseeing processing of all re-enlistments, extensions, separations, Permanent Change of Station transfers, retirements, and service record maintenance. You will be responsible for all travel pay entitlement, port calls, passports, dependent entry approvals, Obligated Service (OBLISERV) requirements and foreign county clearance requirements. You will assign action correspondence to appropriate Department Head or staff member, establishing due dates, and approves final product for Commanding Officer/Officer in Charge signature. You will be responsible for all correspondence processes, Officer fitness reports, Enlisted evaluations, personnel records accuracy and awards. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: -Providing guidance to employees and supervisors with Travel systems, travel programs, and government travel card programs. -Supporting military members in regard to policies, regulations, and guidance in technical assistance, evaluation, monitoring, and quality assurance. - Handling of military personnel and pay systems in regard to re-enlistments, separations, transfers, retirements, and service record maintenance. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member. Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.
