Mission Support Specialist
Summary The National Intelligence University (NIU) is the Intelligence Community's sole accredited, federal degree-granting institution. It serves as the intellectual hub for the intelligence profession, preparing today's leaders for tomorrow's challenges. Responsibilities Initiate and ensure effective communication, coordination and follow-up actions; Contribute to the strategic oversight and direction in the monitoring, identification, and resolution of day-to-day ODNI and NIU facilities issues, including those related to heating and cooling, ventilation, lighting, cleanliness, sanitation, the general appearance of buildings and grounds, and emergency situations; Conduct daily, weekly and annual classroom maintenance to ensure faculty are able to effectively conduct; Prepare detailed logistics plans for ODNI components by translating customer objectives and applying logistics principles in order to successfully meet customer requirements; Participate in the development of financial forecasts and budget assessments and make structured recommendations for new space allocation, construction, and occupancy; Provide rapid response to emerging logistics support requirements, actively participating in the definition and execution of key logistics support services for NIU's components; Monitor facility construction projects, and follow contractual; Serve as a Responsible Officer (RO) for NIU accountable property under the NIU Accountable Officer (AO); Oversee, administer, coordinate, integrate, and evaluate the efforts of administrative operational areas to identify specific requirements and to plan and schedule for actions needed to meet those requirements; Provide information on continuing, current, and proposed actions, programs, and plans; Integrates organizational actions, events, and activities to facilitate effective management of subordinate elements. Requirements Conditions of Employment Qualifications Mandatory Requirements: At least one year of experience in budget, facilitates, or logistics; Knowledge of the IC mission, organization, roles, and responsibilities; Effective communication skills, both written and oral, and ability to produce clear, logical, and concise products; Knowledge of ODNI's logistics processes, policies, regulations, and unique authorities and of ODNI's accountable property program; Knowledge of Computer Automated Facility Management Systems as well as Building Automated Systems for multi-site locations; Analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations; Ability to work independently and collaboratively as a team member, and proactively manage competing priorities under strict deadlines; Interpersonal skills and ability to build and sustain professional networks across organizational boundaries to exert influence; Ability to develop financial forecasts, conduct analysis, and coordinate facility projects concerning space management, design, bids, awards, construction and occupancy; Ability to plan, organize, and direct facility construction projects, budgets, leases, expenditures, maintenance, and repairs related to buildings. Desired Requirements: Experience with Government purchase cards; Experience with ODNI tools like Maximo, ServiceNow and Hammerhead a plus; Support experience with higher education highly desired. Education Additional Information Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
