The Opportunity 

The five-year USAID/Jordan AURA will focus on improving local governance and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaptation benefits. The potential activity is aiming to improve data-driven policy-making, planning, and budgeting and will include interventions focusing on disaster risk reduction resulting from floods and extreme heat events, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure work.

The Monitoring, Evaluation and Learning (MEL) Director will oversee the monitoring, evaluation and learning components of an anticipated USAID AURA. The MEL Director will lead the development of and manages the MEL Plan and develop and maintains systems to collect data and leads data analysis to produce information on inputs, outputs, outcomes, and impact of the program. MEL Director will collaborate with and oversees sub-grantees to provide feedback on data collection and indicators; analyzes data reported from sub-grantees and supports training of M&E personnel in quality assurance methods. MEL Director collaborates with the program team support learning, evaluation, and planning, and oversees the implementation of the project as well as analysis, dissemination, and use. MEL Director will share MEL data and improvement plans, as well as strategies for program improvements for greater program effects with program team. The MEL Director will report directly to the AURA Chief of Party. The primary duty post is in Amman, Jordan. 

Core Responsibilities

Designs and oversees the monitoring, evaluation and learning activities of the project Leads the design, development, planning, and implementation of project evaluation activities. This includes development and dissemination of tools, materials, reports, papers, and intervention linked research Develop strategies and tools for the design and implementation of monitoring of specific technical components Work closely with the project leadership and component leads to co-design monitoring tools, selecting indicators, and determining field monitoring responsibilities.  Works to ensure tool compatibility and coordination within the M&E framework, and consistency with the USAID’s requirements Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements Focus on strengthening the M&E system, building capacity of partners and staff. Develop and lead the implementation of a robust learning agenda for continuous learning, collaboration and adaptation Oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to USAID, program partners, donors, Government of Jordan and GAM’s counterparts and other key stakeholders Routine project related tasks including attendance of staff meetings, submission of required reports, and success stories. Other tasks, as assigned.

What We Value

A master’s degree or higher in statistics, research methods, information systems, or a related advanced degree At least ten years of experience of M&E systems development and implementation for complex projects funded by donors – preferably USAID Expertise in quantitative and qualitative methodologies, research, management information systems, reporting, data quality assessments, and data analysis and visualization Expertise in data analysis and using tools such as MS Excel and statistical packages Experience managing and building capacity among a diverse team of professionals remotely and in-person Ability to convey results to non-technical stakeholders, and to generate interest in the use of MEL results and help staff to make programmatic improvements desired Demonstrated ability to establish and develop working relationships and a high level of trust with public/private organizations as well as prepare regular and ad hoc reports, activity documentation and briefing papers Demonstrated experience in strategic planning and using innovative approaches to solve complex problems Experience supervising staff and overseeing MEL activities for USAID funded contracts Demonstrated versatility, leadership, and integrity Fluency in English and Arabic (spoken and written) Flexible team player, with the ability to also work independently.
