Program Overview

SIAP SIAGA - The Australia and Indonesia Partnership in Disaster Risk Management initially was a five-year program implemented from 2019 to 2024, financed by the Government of Australia - Department of Foreign Affairs and Trade(DFAT) and managed by Palladium. The goal of the SIAP SIAGA program is to strengthen Indonesia’s management of disaster risk, and support engagement between Australia and Indonesia on humanitarian affairs and disaster risk management in the region. Recognising the strategic works of SIAP SIAGA and the need to ensure continuity of work and results, SIAP SIAGA is extended for another two years from 2025-2026 under SIAP SIAGA II.

The SIAP SIAGA program is implemented at the regional, national and sub-national levels through collaboration mainly with the National Disaster Management Authority of Indonesia (BNPB) and other government ministries such as the Ministry of Home Affairs (MoHA), the Ministry of Social Affairs (MoSA), the National Development Planning Board (BAPPENAS), the Coordinating Ministry of Human Development and Culture (Kemenko PMK), the Ministry of Foreign Affairs (MoFA), sub-national disaster management authorities (BPBD) and other local government agencies as well as with civil society organizations (CSOs), and donor agencies. In addition to the work at national levels and with the wider region the SIAP SIAGA program operates across several provinces in Indonesia, where its work includes a significant focus on understanding and improving the intensity and quality of gender and inclusion mainstreaming in disaster management. Target provinces are Bali, East Java, Nusa TenggaraTimur, and Nusa Tenggara Barat. In addition to the four provinces, SIAP SIAGA may organise outreach activities and/ grant implementation in collaboration with local CSOs in other areas.

Purpose of the Position

SIAP SIAGA is looking for two Monitoring, Evaluation and Learning Specialist to support the work of Knowledge, Performance and Learning (KPL) Team. The two specialists will share similar tasks and responsibilities, however, will be responsible for different program components. Under the direction of the Head Knowledge, Performance and Learning, the Monitoring, Evaluation and Learning Specialist will be responsible for the development and implementation of the program monitoring, evaluation and learning plan to ensure the achievement and improvement of the quality of SIAP SIAGA Program.  

 Primary Duties and Responsibilities: 

The Monitoring, Evaluation, and Learning Specialists shall support the Head of Knowledge, Performance and Learning (KPL) and work in close collaboration with KPL team members and program team in performing the following tasks under the scope of the national and regional component of SIAP SIAGA program:

Monitoring and Evaluation

Support program team and program grantees in the development of MEL Plan, including indicators, data collection methods and timeline;Actively monitor timely submission of regular progress reports and provide analytical review of milestones and deliverables by program team and program grantees;Collect, analyze and interpret quantitative data and qualitative data for MEL purpose;Support the Head of KPL in planning, designing and implementing monitoring and evaluation activities;Provide ongoing support to program team and program grantees in using monitoring, reporting and learning tools, if needed.

Reporting

 Prepare periodic analysis of data on progress and performance for presentation internally and for use in reporting, capturing key findings and recommendations;Support the Head of KPL in various reporting to GoI and GoA, including internal Palladium reporting.

Learning and Knowledge Management

Actively involved in designing and facilitating/ coordinating learning sessions, including but not limited to Real Time Learning (RTL) with program team and other relevant stakeholders;Facilitate and coordinate learning sessions and learning-related events to share SIAP SIAGA’s program findings with program team and other relevant stakeholders;Actively involved in documenting and disseminating good practices, lessons learned and success stories of SIAP SIAGA;Maintain a database of MEL data.

Coordination and Collaboration

Collaborate with the GESI Adviser to ensure that tools for gender and social inclusion for accountability to beneficiaries are mainstreamed and utilised across all components of the KPL Framework;Collaborate with other relevant program advisers to ensure key issue such as climate change adaptation is mainstreamed in the MEL framework and implementation;Participate in program meetings and contribute to strategic discussions, when necessaryOther duties and responsibilities as required.

Key Relationships

Report to Head of Performance, Knowledge and Learning.Coordinate closely with the Program Team and Communications Team, Program stakeholders and Program grantees, when required.

Required Qualifications:

Minimum 5 years of experience in monitoring, evaluation and learning, preferably for Government Agencies, non-profit organizations, and/or DFAT-funded programsStrong analytical, problem-solving skills, as well as presentation and report-writing skills with attention to detail;In-depth knowledge of MEL methodologies and best practices. Proficiency in designing and implementing MEL frameworks and tools; Strong understanding of data collection, analysis and reporting techniques. Ability to analyse complex data sets, present complex information in a clear and concise manner and generate actionable insights;Expertise in designing learning framework that focuses on: a) policy change, b) capacity development, c) behavioral change, in particular disaster risk management (DRM) policy and system change;A good understanding of Australian government M&E requirements and development context in Indonesia, demonstrated by professional experience working with government and/or development agencies;Proficiency in statistical software and data visualization tools are an advantage;Excellent communication skills, especially an ability to write in English and Bahasa Indonesia succinctly and captivatingly. Demonstrated cross-cultural communication and problem-solving skills an advantage;Good knowledge of Disaster Risk Management and Governance are an advantage;
Proven ability to manage strategic direction, workflows, work allocation and coordination across a team;
Knowledge of quality assurance processes and view of constant improvement;
Fluent in Bahasa Indonesia and English (written and spoken);
Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion;
