SNV, in partnership with Fauna & Flora and the International Union for Conservation of Nature (IUCN), is implementing a seven-year biodiversity conservation landscape project entitled the BLF Lower Mekong Landscape Project. The project aims to conserve and enhance biodiversity in an area covering more than one million hectares of the Annamite Mountains, incorporating three large forest complexes in Cambodia, Lao PDR, and Vietnam. Funded by the Biodiverse Landscapes Fund (BLF), the overarching aim of this programme is to reduce poverty and create sustainable economic opportunities for those communities, through the delivery of lasting landscape protection, sustainable management, and restoration, safeguarding biodiversity, and maintaining and improving ecosystem quality. The project is funded by the UK Government’s Department of Environment, Food and Rural Affairs (DEFRA).
The programme is being implemented through a consortium of highly experienced INGOs, led by Fauna & Flora, and includes SNV, and IUCN, working in close collaboration with local partners and Indigenous peoples and local communities (IPLCs), to ensure activities respond to locally identified and prioritised needs. The program outputs have been designed using an integrated approach focusing on people, nature, and climate. To achieve the programme outputs, the programme will be delivered through six components. Components 1-5 are output-focused. They are supported by Component 6 MEL and Programme Management, that enables delivery of the others through excellent monitoring, evaluation, learning and programme management mechanisms.
Operating in Cambodia, Laos and Vietnam the BLF supports 3 landscapes. The Northern landscape consisting of Yod Nam Yo national protected area in Laos, its corridor to Vietnam’s, Pu Mat National Park in Nghe An Province. The central landscape of Hin Nam No national park and its buffer zone in Khamouane province. The southern landscape of Namkong protection forest in Attapeu province, Chu Mom Ray National Park and Ngoc Linh Natural Reserve in KonTum province Vietnam and Virachey national park in Ratanakiri and Stung Treng Northern Cambodia.
The BLF program is overseen by a Fund Manager, with MEL guidance provided by an Independent Evaluator Team (INDEV) and an independent Data Service Collection Provider (DCSP).
SNV leads Component 2 across three countries, focusing on a transition to sustainable agriculture linked to forest and wildlife protection, creating new opportunities for market access. Additionally, SNV contributes to Component 1, which involves developing sustainable livelihood models. This includes, where applicable, improved land rights and tenure over natural resources to promote sustainable biodiversity use.
Component 6 covers overall MEL and project management, guided by a Theory of Change (ToC) and a log frame with impact, outcome, and output indicators. While F&F oversees the MEL function, individual component leads are responsible for measuring their respective indicators.
Central to the BLF’s MEL strategy are Six-Monthly and Annual Learning Cycles. These cycles aim to foster discussions and consensus on Adaptive Programming Recommendations (APRs), which involve revising program activities, components, budgets, work plans, and updates to the ToC and log frame. These learning cycles are supported by INDEV.
For program evaluation, baseline, midline, and endline measurements are planned. Data collection for socio-economic metrics is conducted by the Data Service Collection Provider (DCSP), Rapid Asia, using household surveys and focus groups.
The M&E consultant will support the implementation of the overall MEL Framework (under Component 6), lead MEL efforts for Component 2 (Sustainable Agriculture), and assist F&F and the DCSP in other components. The consultant will collaborate with all partners, including the DCSP and INDEV, while guiding country teams in MEL data collection. Key responsibilities include data cleaning, quality control, analysis, generating conclusions, and drafting result narratives, as well as facilitating a reflective learning process to inform intervention adjustments. Additionally, the consultant will provide capacity-building support to staff to ensure the MEL systems are sustainable and locally owned.
