Project Summary
Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower Nigeria Activity. Building on a decade of Power Africa success, Empower Nigeria aims to reduce energy poverty by expanding access to affordable and reliable electricity in Nigeria. Power Africa Empower Nigeria will focus on increasing electricity generation capacity, improving access to on- and off-grid electricity, and supporting Nigeria's national and state-level energy planning through four key strategic outcomes: addressing policy and regulatory challenges, enhancing transmission capacity, scaling the off-grid sector, and resolving liquidity issues within the electricity sector.
Position Summary
Tetra Tech is recruiting a Monitoring, Evaluation and Learning (MEL) Manager that will lead the design and operation of the MEL system under Empower Nigeria; coordinate with all project entities to ensure proper monitoring, data collection and quality; contribute to reporting to USAID and any entity approved by the Chief of Party. This position is full-time. Interested candidates must be based in and eligible to work in Nigeria.
Position Responsibilities
Design and implement ENigeria’s MEL Plan, ensuring its alignment with contract requirements and USAID policies, standards, and guidelines by providing overall technical leadership, compliance, and quality assurance for all MEL activities and reporting under ENigeria. Lead the design, operation, and review of ENigeria’s MEL methodologies and tools to ensure standardization across country programs in indicators, data collection and quality, and reporting. Conduct entries to the Power Africa Tracking Tool (PATT) and the Power Africa Information System (PAIS). Oversee the collection of data and reporting on program management, output, and outcome indicators for the Nigeria program. Conduct quarterly indicator performance quantitative and qualitative progress analysis. Support the development of quarterly and annual reports via preparation of the indicator performance tables and drafting relevant content for reports. Provide support including capacity building to ENigeria staff and other stakeholders to report ENigeria’s KPIs, assess progress, and continuously refine programming. Maintain alignment with key concepts in the project MEL framework including the theory of change and the project’s role in the USAID Nigeria Country Development Cooperation Strategy. Contribute to program adaptive management exercises and lessons learned by leveraging MEL data and analysis. Support all budgetary exercise necessary for the project. Participate in all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of reporting and communications. Perform other related duties as assigned.Required Qualifications
Bachelor's degree in statistics, economics, engineering, management, or any other relevant field. Eight years of experience in the implementation of M&E frameworks for donor-funded projects. Demonstrated track record in Monitoring, Evaluation and Learning (including experience with log frames/results-based frameworks, collecting & reviewing monitoring information, coding qualitative data, and conducting evaluation research). Experience in data collection, analysis and using tools such as MS Excel and statistical packages. Ability to convey results to non-technical stakeholders, and to generate interest in the use of MEL results and help staff to make programmatic improvements desired. Expertise in quantitative and qualitative methodologies, research, management information systems, reporting, data quality assessments, and data analysis and visualization. Experience in conducting MEL activities for USAID funded contracts. Excellent knowledge of MS Word, Outlook, PowerPoint, Excel. Excellent verbal and written communication skills in English.Preferred but Not Required Qualifications
