Now’s your chance. **The Opportunity** **As the PMI Evolve Monitoring, Evaluation and Learning (MEL) Specialist, you will be responsible under the supervisions of the Chief of Party and GST, for managing and implementing monitoring, evaluation and learning functions for ITN distribution and entomology monitoring activities. You will play an important role in collecting, managing, and analyzing ITN distribution and entomological data to inform evidence-driven decisions. This position is based in Kinshasa.** **Core Responsibilities** **ITN distribution** Play a key role in developing and executing strategies for digitizing ITN campaign data collection, reporting, and analysis; Ensure consistent and ongoing coordination and communication among project team members and/or stakeholders to support timely and high-quality data collection, data entry and data cleaning activities; Establish and maintain strong partnerships with the National Malaria Control Program (NMCP) to ensure compatibility and consistency between project-specific data systems and the national DHIS2 platform; Work closely with the NMCP and the National Health Information System Direction to ensure continuous maintenance and updates are made to the national DHIS2 system in preparation for the mass ITN campaign; Support MNCP to update standard data collection forms; Work with GST and develop the Indicator Data Collection Sheet (PIRS) for ITN campaign; Ensure project timelines are met leading up to the campaign and identify priorities; Supervise the sub-contractors’ while performing the digitalization and verification 5% and ensure the quality of their technical deliverables; Collaborate with technical teams to identify opportunities for leveraging technology to streamline the ITN distribution processes and enhance data accuracy; Conduct verification activities of national ITN distribution data and provide clear recommendations to improve integration of project and government data management and systems; Conduct data quality audits to ensure accurate and high-quality data. Support the testing and implementation of MEL tools and systems, including but not limited to: mobile data collection (ODK, Kobo Collect, DHIS2 Capture), DHIS2-based programs, etc; Provide support to the ITN Manager and NMCP in the development of summary data tables, figures and dashboard items for reports and presentations; Oversee data cleaning processes to identify and rectify inconsistencies or errors in ITN distribution data, ensuring the highest data quality standards are maintained; In collaboration with the NMCP, conduct cascade training at all levels of the health pyramid; **Entomology monitoring** Ensures consistent and ongoing coordination and communication among project team members and/or subcontractors to support timely and high-quality data collection, data entry and data cleaning activities; Manages entomological data entry and data cleaning activities, and regularly monitors data quality within the DHIS2-based data management system; Provides support to the lead entomologist(s) in the development of summary data tables, figures and dashboard items for reports and presentations; Works with key stakeholders and partner organizations to respond to entomological data requests and exports; Supports activities focused on capacity strengthening for relevant stakeholders and activities related to integration of entomology data into national systems; Travel to the field to provide on-site support as needed; Other duties as assigned; Generate comprehensive and timely reports on M&E activities and progress.   **What We Value** **Minimum requirements** Bachelor’s Degree + 5 years of relevant experience or Master Degree in Public Health or Epidemiology + 3, or PhD. Preferred qualifications Proven track record in managing data collection, data management, analysis and reporting activities; experience with USAID-funded projects is preferred. Demonstrated experience in using Excel is required. Experience using DHIS2 and mobile data collection platforms (DHIS2, Kobo Collect, ODK, or other similar programs) is highly desirable. Familiarity with ITN distribution and tools is highly desirable. Strong analytic and quantitative database management skills and report writing. Prior experience training data entry and collection personnel. Good interpersonal, communication and analytical skills French language fluency and working English language proficiency.
