The M and E Analyst will support the planning, development, implementation, and evaluation of Cervical Cancer projects. The role involves data collection, analysis, and reporting to assess project outcomes and effectiveness, ensuring that programs meet their intended goals.
The M&E analyst is responsible for implementing the monitoring and evaluation (M&E) plan for Jhpiego Cervical Cancer portfolio to capture project performance on cervical cancer screening, testing, and treatment results. This also includes the review and analysis of routine service delivery data reporting, baseline and endline survey and lessons learned reports. Coordinate M and E activities of Cervical Cancer portfolios and streamline project indicators and M&E systems to be in line with the priorities of donors, DOH, and Jhpiego.
Responsibilities1. Design and Implement M&E Systems:
Develop M&E frameworks, methodologies, and tools for project monitoring and evaluation.Assist in the design of logical frameworks, performance indicators, and data collection tools.Data Collection and Analysis:Collect, compile, and analyze quantitative and qualitative data from multiple sourcesProvide appropriate and timely mentoring to project partners and/or direct implementers to ensure effective collection of data.Utilize statistical software and data visualization tools to present findings clearly.Reporting:Prepare detailed reports on project performance, identifying key insights and recommendations.Support the development of periodic performance and impact reports for stakeholders.Capacity Building:Train project staff on M&E processes, data collection methods, and reporting standards.Provide technical assistance to project teams to enhance M&E capacity.Project Evaluation:Conduct mid-term and final evaluations, including field visits and adaptive learning activities when necessary.Support the design of evaluations and impact assessments.Support documentation of project learnings and adaptive learning activities throughout the project lifetime.Stakeholder Engagement:Collaborate with project teams, partners, and stakeholders to ensure data accuracy and relevance.Participate in meetings and workshops related to project monitoring and evaluation.Required Qualifications Bachelor’s degree in social sciences, statistics, development studies, economics, public administration, public health or a related field. A master’s degree is an advantage.At least 3-5 years of demonstrated experience in monitoring and evaluation, data analysis, data collection or a related field.Proven experience in designing and implementing M&E framework and systems in development projects.Demonstrated proficiency in statistical software (e.g., SPSS, Stata, R) and data visualization tools (e.g., Tableau, Power BI).Excellent knowledge of M&E frameworks, tools, and documentation best practices.Strong analytical skills with the ability to interpret data and draw actionable insights.Excellent written and verbal communication skills in English and Filipino.Ability to write clear and concise reports is a must.Strong organizational and time management skills with attention to detail.Ability to work independently and as part of a team.Willingness to travel within the Philippines if needed.
