Overview: Jhpiego seeks two Monitoring and Evaluation Officers for the anticipated USAID Gambia Malaria Elimination Activity (GMEA). GMEA, a five-year, $13 million project, will provide support to the Gambia Ministry of Health (MoH) through the National Malaria Control Program (NMCP) to accelerate progress towards achieving malaria elimination in The Gambia. The GMEA Activity will provide implementation support and technical assistance on malaria case-based surveillance and response for elimination, support enhanced cross-border collaboration between The Gambia and Senegal particularly focused on data sharing and coordination of interventions, and strengthen the NMCP’s capacity to coordinate, manage and sustain malaria elimination and control approaches. Additionally, GMEA will optimize delivery of malaria services through community-based approaches to address remaining gaps in intervention coverage or quality for achieving elimination.
The MEL Officer will support NMCP/Regional teams collect, review, analyze and use data, support in evaluation of outcomes, and report findings to ensure program effectiveness and accountability.
This position is contingent upon donor award and is for Gambian nationals only.
Responsibilities Lead the monitoring functions including, data collection, data entry at different levels, data quality assurance, data processing and production of reports; and providing timely information to project leadership Support the GMRA team in integration of monitoring and performance functions, data interpretation and data quality in their routine work Provide capacity building and learning opportunities to project technical and management staff to use routine data as part of their regular functions Ensure Jhpiego’s systems in data compliance are aligned with donor and organizational priorities, needs and contractual requirements Assist the Chief of Party and SMCEA in correct and timely reporting and tracking of program achievements in accordance with USAID and Jhpiego requirements Represent the project in monitoring and evaluation meetings, conferences and presentations.Support on the implementation of Activity Monitoring, Evaluation and Learning Plan (AMELP), including review of its theory of change, results framework, identify indicators, relevant and applicable baseline data collection strategies and methodologies, and resources needed to successfully implement the MEL strategyEnsure accurate, high-quality data are routinely collected and entered into the Project Monitoring Information System to track project specific indicatorsMentor and supervise hospital staff in the use of tools for data collection and protocols for performance monitoring as well as baseline, midline and end line and other assessments as neededEnsure accurate, high-quality data are routinely collected and entered into JADE to track Jhpiego impact goal indicatorsSupport project deliverables with a focus on M&E sectionsSupport hospitals in strengthening integrated health data management processes Ensure measurement of QI project activities and milestones including contribution to results Provide M&E summaries for the project at state level, including presentation of updates to key stakeholdersEnsure use of data visualization toolsEnsure data collected are uploaded to the system. Work with the team to analyze ongoing quantitative / qualitative data at different points in the program leading to the specific program / contract resultsProvide hands on MEL QI support to hospitals including leadership and management team Work closely with technical staff and institutional partners to explain MEL processes and understand how these processes relate to the project's technical work, and to promote MEL-related training as neededOther related duties as assigned. Required Qualifications Bachelor's Degree in social sciences, public health or related field, and equivalent job experience 5+ years' in programmatic support of international health projects ( nursing or medical degree added advantage)Ability to process and analyze data using one or more qualitative and quantitative statistical software packages (e.g., SPSS, Epi-Info, Stata)MPH and Master's of Science in health services, statistics and other health related fieldStrong familiarity with health system and hospital-based careAbility to interact with established networks of senior level international health professionals, ministry of health officials and other partnersComfortable with a team approach to programming and the ability to manage several major activities simultaneously Proficiency in word processing, Microsoft Office Suite, Power BI, etc.Fluency in English is required.
