Monument Manager - National Conservation Area Manager

Responsibilities Provides program management oversight, coordination, and leadership for a variety of land management programs in order to accomplish Monument/National Conservation Area program goals. Plans and assigns work based on capability and expertise. Evaluates work performance and develops performance standards. Advises subordinates and identifies developmental and training needs. Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments. Carries out supervisory duties in accordance with regulatory requirements. Ensures all actions comply with applicable technical standards, instructions, guidelines, land use plans and appropriate environmental laws, policies, and procedures. Provides leadership, motivation, direction, and decisions required to implement and carry out multiple use and ecosystem management of major lands resources. Serves as acting Field Manager in the Field Manager’s absence. Minimum Qualifications for the 0301 Monument Manager - National Conservation Area Manager series at the GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following: Demonstrated knowledge of the National Conservation Lands System or other public lands managed for multiple use. Providing leadership and direction for the planning, management, and operation of public lands programs, functions and activities. Experience with budget, personnel, and program execution. Serving as a management or program specialist involving the development and implementation of policy related to management of public lands. Leading and supervising teams engaged in public lands programs, or other similar work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
