Moving Forward Program Supervisor

MassAbility is seeking a dedicated, and mission-driven individual with program management experience and staff supervision experience to fill the role of Moving Forward Program Supervisor. In this role the selected candidate will be responsible for administrative and clinical supervision of the Senior Program Coordinator, responsible for needs assessment, collaborate with transition coordinators to ensure continuity of care, service plan development, service authorization activities, and statewide implementation and monitoring of individualized service plans (ISP) for ABI-N and MFP-CL waiver enrollees/participants.

The ISP planning process will determine what ABI-N and MFP-CL waiver services and supports, Medicaid State Plan services, and unpaid or informal caregiver supports are needed to support the waiver participant to live safely in the community. The Moving Forward Program Supervisor will ensure that staff carry out assigned outreach activity to ensure that potential waiver applicants are aware of the waiver programs and ensure that all staff are conducting outreach as assigned. Incumbents of this position must be able to use technology required for the job, including technology critical for remote work (e.g., Zoom, Outlook calendar, Teams, etc.) and participation in agency activities.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Provide ongoing guidance and training, including consultation and assistance with particularly complex cases, including requesting and coordination additional clinical consultation as needed.Assist in coordinating in-service required trainings and ensure that all supervisees have completed required trainings. Assess need for additional group or individual trainings and provide or arrange for the provision of such trainings as necessary.Assist in the hiring, performance management and evaluation process.Participate in the intake process to ensure adherence to established and required policies and procedures as well as assist in assigning cases to staff, monitor caseload levels, and manage caseloads and assignments to ensure the most efficient and effective operations.Facilitate and assist in outreach, including assigning facilities and specific individuals as requested by MassHealth; monitor staff performance and timeliness in conducting outreach; direct outreach in person as requested and assigned.Monitor staff documentation in all required systems and ensure that it is accurate, timely, and professionally completed.Participate in clinical conferences, ISP meetings and administrative team meetings as necessary.Conduct detailed reviews of supervisees’ case work to ensure adherence to established standards of practice and quality assurance requirements including the minimum provision of quarterly face-to-face visits with each assigned individual, and more frequently as necessary to ensure health and safety and satisfaction with all community-based long-term services.Review and ensure the assessment process and the Individualized Service Plans developed by supervisees are person-centered, address the health and safety needs of participants, and are implemented in a timely fashion with careful consideration and accommodations for communication or accessibility needs.Ensure that documentation of supervisees is timely, complete, meets quality assurance standards, and is in compliance with all MassHealth and MassAbility requirements. Such documentation includes but is not limited to written assessments, summary reports, contact notes, communication logs, progress notes, individualized service planning, and team meeting summaries.

Required Qualifications:

Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, etc.Competent in use of current technology, including Microsoft office (particularly Outlook calendar, Teams, Excel, and Word), Zoom, and Webex, ability to learn and to then teach new technology as it is implemented, and the ability to work with others in the agency to implement changing work technology.Demonstrated ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.Ability to communicate effectively in oral and written formats, write concisely, express thoughts clearly and develop ideas in logical sequence.Capacity to exercise discretion in handling confidential information as well as the ability to give written and oral instructions in a precise, understandable manner, able to understand instructions provided in either written or oral format and to clarify instructions as needed.Solid ability to adjust to varying or changing situations to meet emergency or changing program requirements.Aptitude to understand, explain and apply the laws, rules, regulations, policies, procedures, etc., governing assigned unit activities, to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations and the ability to gather information by examining records and documents and by questioning individuals.Understanding and the ability to determine proper format and procedure for assembling reports and other requested information, including the general knowledge of the methods of report writing.

Preferred Qualifications:

Familiar with community services; comfortable providing support to individuals living in their own homes.MSW, MA in psychology or other related field preferred.Experienced in supervising others, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.Competent in use of current technology, including Microsoft office (particularly Outlook calendar, Teams, Excel and Word), Zoom, and Webex; able to learn and to then teach new technology as it is implemented.Comfortable in an environment of growth and change.
