Department Summary

The Strategic Integration Department (N924) is seeking a Principal Task Leader for the Office of Enterprise Services within the counterterrorism work program.  The Strategic Integration Department manages, guides, and directs technical and domain-specific work focused on enhancing the nation’s counterterrorism efforts at the strategic level and providing enterprise-wide solutions to counterterrorism challenges.  The work requires operating at the senior-levels of government, including routine coordination and collaboration with Agencies and Departments with counterterrorism equities.  Our efforts directly support strategy development and policymaking, and requires a comprehensive understanding of the Intelligence Community, its partners, and stakeholders operating in the counterterrorism space. 

Roles and Responsibilities:

The Task Leader is responsible for supporting all aspects of leading and administering the Office of Enterprise Services Task; a large, complex work program focused on data acquisition, usage, and compliance.  As Principal Task Leader, you will be accountable for overall direction, resource planning, programmatic support, budgetary development, internal and external coordination, execution, and outcomes of MITRE work for the sponsor’s Counterterrorism (CT) mission.   This position requires initiative, creative leadership, and demonstrated project management experience as well as an in-depth understating of the Intelligence Community’s (IC) capabilities, and familiarity with data strategy, acquisition processes, and data compliance:

Act as a key enabler for data acquisition on proper use of mission-critical data.Lead interagency efforts to build consensus across the USG regarding data acquisition and policy standardization.Develop and update agreements between interagency stakeholders codifying permitted data uses and compliance requirementsIdentify technical, compliance equities, and requirements for the acquisition of new data streams from interagency partners.Provide inputs to policies and memorandums on data acquisition process, use of data, discoverability and access of data and information sharing. Document data-handling compliance incidents, to include analyzing incident trends and lessons learned for developing recommendations to improve data compliance.Translating technical processes for storing, ingesting, and processing big data to non-technical specialists

This position is a full-time position, that supports our government sponsor.   

Required Qualifications:

An existing, active TS/SCI clearance with current polygraphTypically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 5 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.Subject matter expertise in USG counterterrorism enterprise and effortsExperience with all aspects of project management, such as work shaping, staff planning and selection, recruiting, budgeting, and reportingStrong knowledge of the IC, its culture, and challenges; experience working at senior levels within multiple agenciesSuperior sponsor engagement and communications skills and experience in politically sensitive, high-risk customer contextsKnowledge of MITRE’s value proposition, organizational structure, work programs, and Intelligence Center effortsThis position has an on-site requirement of 5 days a week on-site

Ability to work effectively in a dynamic and complex environment, engage with senior government officers on complex technical and programmatic issues, and manage the competing equities of various government stakeholdersStrong leadership and networking skills to reach back proactively into MITRE to identify and recruit key talent to support the program Project Management experience at MITREStrong writing and editing skills including demonstrated ability to articulate complex topics to sponsors and staff
