National Bid & Delivery Governance Manager

We have a great opportunity for an experienced National Bid and Delivery Governance Manager – to join our Rail Transit Systems business.

About the role:

The primary purpose of this role is to provide governance and assurance for RTS projects bids and delivery process to assist projects with achieving their tendered margins and the BU and Downer achieving their financial goals. 

A key element of the success of this role will be to listen to the needs of the business and collaborate and respond appropriately to provide support, ensuring governance and assurance standards are met. Close collaboration with operations to assist with the implementation of initiatives, provide training on key items such as financial management, project valuations, governance, assurance and Day 1 Readiness. 

The role will execute by helping the business with best-in-class project delivery utilising the TDS, in particular the DMM and work closely with RTS GM – Risk & PMO as well as relevant stakeholders to help drive a culture of delivering on our promises and improving the results for our customers, shareholders and people. 

Governance Management Responsibilities:

Ensuring project/bid governance via:

DGL, makeup and quality DMM/TDS compliance as appropriate Monthly & qtly business reporting BU project watchlist TCC co-ordination

Maintaining bid and project assurance by leveraging: 

2LOD plan and approach  Interface with Group Audit, monitor/track actions to closure TCC co-ordination (hold points/SRA) BU hold points Audit & Risk Committee as required RTS metrics and systems usage, e.g. DGM App security/approvals, BI reports  MBR agenda/actions Co-ordination of assurance by RTS SMEs for bids

Experience & qualifications:

Tertiary qualification in Business, Project Management, Commerce, Finance or Engineering or other relevant field.  7 to 10 years relevant work experience. Rail industry experience is desirable, although not mandatory

Skills & Knowledge:

Delivery excellence, project management, DMM, operational understanding, delivering construction, maintenance or service contracts and / or project management office type roles assisting the business with performance improvement. Experience leading large projects, programs or portfolios of work in comparable fields / industry sectors with similar regulatory requirements Thorough knowledge of project management principles and project control applications. Knowledge of contractual risk management principles and application of process. Advanced commercial management skills including interpreting and applying contract terms and legislation provisions.
