National Director, SCSEP
Overview AARP Foundation works for and with vulnerable people over 50 to end senior poverty and reduce financial hardship by building economic opportunity. The National Director for AARP Foundation’s Senior Community Service Employment Program (SCSEP) directs the development, execution, and implementation of a complex program with multiple funding streams and over 120 headquarters and field staff in offices in 22 states and Puerto Rico. The SCSEP Program administered by the Department of Labor, is a federally funded initiative designed to help low-income, unemployed individuals aged 55 and older gain work experience and job training. Authorized by Title V of the Older Americans Act, SCSEP participants work part-time in community service roles at non-profits and public agencies such as schools, hospitals, and senior centers. Through this model, jobseekers can build their resumes and self-confidence while earning income and serving their communities. During their enrollment on the program, participants earn the highest of the federal, state, or local minimum wage and typically work 20 hours per week. The program aims to transition participants into unsubsidized employment. SCSEP helps address the unique challenges older workers face in the job market, such as age discrimination, technological barriers, and lack of social capital. The program offers tailored supports including digital literacy training and job placement assistance to help participants overcome these barriers and improve their employability. This support is essential for older workers who may struggle to find employment due to outdated skills, ageism, or other unique challenges. Responsibilities Develops, executes, and implements new engagement programs that align with the organization’s goals and objectives. Lead the development and implementation of large scale, systemic and sustainable solutions. Sets strategies, identifies opportunities, and develops and implements projects and programs to support and market to the community. Manages and analyzes voice-of-the-customer (VOC) data using industry VOC platforms to understand member experience delights and pain points. Utilizes human-centered design techniques, such as journey mapping, concept development, customer validation, and iterative testing to understand customer experience needs and to develop and implement new experience solutions. Designs and implements programs, services, products, and/or interactions that are part of a customer’s experience. Leads the planning and orchestration of frequent and ongoing delivery to customers of highly visible programs in virtual (online and call center) and in-person settings. Tasks include program selection, scheduling, staff assignments, and program performance tracking and reporting Advises individuals and teams on how to best utilize tools to drive better outcomes for projects and teams. Provides direction and input into strategic planning including management, monitoring and updating objectives, strategies and action plans. Conducts staff planning, hiring, management, and coordination. Collaborates with cross-functional teams on strategic business unit objectives. Identifies opportunities for efficiencies in organizational processes or programs and resolves challenges to optimize results. Manage relationships with key stakeholders including external funders, partner organizations, and leadership and staff of different internal disciplines required to plan and deliver programming Organizes, problem solves, raises issues, and integrates initiatives, solutions, and actions for management. Acts as a liaison to resolve problems and to ensure successful implementation of company initiatives. Establishes and improves systems related to program quality, metrics tracking, program personnel scheduling and assignment, and budget planning and management. Qualifications Bachelor’s degree in business administration, human resources, public administration, or a related field required. 10+ years in workforce development, human resources, or a related field. 10+ years’ experience in managing large-scale programs, preferably at a national level. Well-networked in the workforce development, economic mobility, or human services fields with an ability to engage these resources to assist the Foundation in its mission. Proven experience in senior management or leadership positions in complex organizations. Ability to exercise sound business judgment, experience with working with complex budgets including managing multiple funding streams. Proven ability to lead, coach, and grow teams while effectively collaborating with government agencies, private sector partners, and community organizations. Strong strategic planning, data analysis, and project management skills, with expertise in producing high-quality reports, making informed decisions, and delivering results on deadline.
