Summary This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), ERO, ICE Health Service Corps (IHSC), Office of Deputy Assistant Director of Clinical Services- IHSC Clinical Services Support Unit. The incumbent will report directly to the National Infectious Disease Program Lead. This is a non-supervisory position This position is only open to USPHS officers and Call to Active Duty (CAD) candidates. Responsibilities DUTIES AND RESPONSIBILITIES: Perform direct patient care and clinical consultation for infectious diseases and transgender care in IHSC facilities. Serve as a medical subject matter expert (SME) with the IHSC infectious disease clinical leadership team providing clinical guidance and advocacy to IHSC providers as needed. Exhibits expertise, or the potential expertise, to develop, plan, and critically evaluate the application of appropriate clinical practice and skills as it relates to management of patients with suspected or confirmed infectious diseases, under the guidance of the National ID Program Lead. Address management of non-compliant patients, special needs populations, and patients with significant deficits in coping skills, thereby requiring continuing professional clinical support. Prepare reports, guidance and educational materials, and perform presentations for various audiences and stakeholders. Collaborate with agency infection surveillance efforts, outbreak investigations and containment activities, pandemic planning and response. Participate and develop quality assurance programs. Effectively communicate with appropriate Federal, State and community agencies. Respond to taskings and requests for information as directed. Reviews and contributes to policies, procedures and clinical practice guidelines as assigned. Participates as a subject matter expert on agency committees to facilitate coordination and integration of projects related to reducing the public health burden of infectious disease in the detention setting. Contribute to agency data management of infectious diseases Work independently, as well as collaboratively as a part of an interdisciplinary team to work to promote public health. Provide IHSC staff with trainings as assigned. Occasional travel as directed for the needs of the agency. Perform other duties and responsibilities as assigned. Requirements Conditions of Employment Qualifications PHYSICAL DEMANDS: Must be able to perform duties in a fast-paced environment without physical limitations. Sitting and/or standing for extended periods of time [6-8 Hours]. Performing repeated bending motion. Average manual dexterity for computer operation. Phone/laptop use for telephonic/virtual meetings for extended periods of time. Education REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Must possess an advanced degree to practice as an Advanced Practice Registered Nurse or Physician Assistant/Associate with a minimum of six years of clinical experience. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. This position will require performance of clinical activities with the scope of clinical license. Continuing education requirements must be met as required for licensing and board certification maintenance. As a clinician, you will be placed on a rotational internal TDY schedule to assist with field clinical operations and obtain clinical hours. Performing clinical duties at an IHSC facility may require working any shift (morning, evening, nights) to include weekends or holidays. Ability to collaborate and work with effectively with multiple internal agency units, internal and external stakeholders as required, that may include working with agency attorneys and/or agency investigators. Knowledge of a wide range of complex patient care concepts, principles, and practices to perform assessments of considerable diversity with a focus on acute and chronic diseases of an infectious disease nature, screening for underlying infectious diseases and prevention of infectious diseases through vaccination, environmental infection control and patient and staff education. Maintains basic readiness status including CPR/BLS certification Strong communication skills with demonstrated ability to clearly and effectively communicate both orally and in writing. Demonstrated ability to maintain confidentiality of information; exercise judgment and discretion in handling and disseminating information. Ability to grasp conceptual ideas and use critical thinking skills in situations where consultation and evaluation are needed to offer sound suggestions/guidance; provide guidance/suggestions potentially with short notice. Ability to plan and organize her/his own workload and travel schedule utilizing the IHSC policies. Demonstrated initiative, ability to function with high degree of independence, and follow through on taskings, projects and other work commitments. Demonstrated evidence of leadership skills, two years of leadership experience preferred. Professional background in health care with direct patient care experience, preferably within a correctional/detention setting. Certification as a Correctional Health Professional preferred. Flexibility and adaptability to sudden changes in schedules and work requirements. Knowledge and skill in all Microsoft Office programs. Additional Information SUPERVISORY CONTROLS: The incumbent reports to and works under the supervision of the National Infectious Disease Program Lead. The employee receives general direction from the National Infectious Disease Program Lead and supervisory chain who outlines assignments and projects, establishes timeframes, and provides guidelines for scope of the assignment and possible approaches for completion of work. The employee independently develops work plans for the accomplishment of assigned objectives, carries out, assignments and advises the supervisor of changes, precedent setting, or controversial issue. The employee plans and organizes his/her own work, determines the sequence of assignments, selects, and develops methods, and seeks assistance from experts only rarely; works independently to resolve complex and unusual issues, through research, analysis and action; assists with development of conclusions and recommendations necessary to implement the objectives and policies. The incumbent uses initiative in carrying out assignments and independently develops solutions to deviations, problems, or unusual situations. The incumbent assignments are usually long-term, recurring, or broadly defined. The supervisor reviews completed work for soundness of overall approach, effectiveness in meeting requirements or producing expected results, the feasibility of recommendations, and adherence to requirements, and compliance with policies pertinent regulations, civilian accreditation agency requirements and standing operating procedures. May be required to collaborate and work effectively with internal agency stakeholders ICE/ERO/local custody as required, in order to explain, coordinate, interpret and seek support for policies, procedures, programs, plans or individual actions (often of a controversial and complex nature) in which an extensive amount of explanation and tact is required Assignments are usually of a long-term, recurring or broadly defined nature. Officer plans, and organizes own work, determines sequence of assignments, selects and develops methods and seeks assistance from experts only rarely. Work is reviewed for attainment of objectives. Guidelines may be applicable to some but not all parts of assignment and may contain some inconsistencies and be partially unconfirmed. Selection and adaptation from available possibilities involving a moderate amount of modification and innovation is required. The officer uses judgment in interpreting and adapting guidelines such as PHS policies, regulations, precedents and work direction for application to specific cases. The officer analyzes results and recommends changes in guidelines and program policies. Innovations and modifications to accepted procedures must be approved and clearly documented. The officer keeps the supervisor informed of the status on projects and consults with him/her on any significant problems encountered. In addition, the incumbent will provide recommendations for improvements to the program lead to meet program objectives. Completed work is expected to be of a high standard that corrective action by the program manager/team leader beyond the initial orientation is minimal.
