National Procurement Lead

Key Responsibilities:

This position is responsible for leading procurement management of projects, offering technical advice, from prepositioning of donor funding opportunity and aligning them to meet compliance per ministry’s standard and procedures, at national level.  

The role includes daily coordination of supply chain processes, ensuring all activities with WV regulations and donor requirements, and maintaining strong internal controls. Additionally, the position provides procurement performance analysis to support zonal/project management decisions, promoting cost-effectiveness and efficiencies aligned with global initiatives.

During emergencies, this position ensures procurement systems are in place to deliver rapid and effective responses, while maintaining accountability.

Strategy Development & Planning 

Contribute in development of procurement strategy, annual plan, procurement risk identification & assessment.   

Facilitate Planning & Budgeting, Mid-Year Review Procurement Plan and conduct the consolidation of Annual Procurement Plan,  

Review procurement process to meet the procurement audit standard and conduct the revision of guidance and procedures 

Conduct capacity building plan to local partners and improve the overall business practice regarding local partnering 

 

Resource Acquisition & Management/ Engagement/Project Management  

Work together with finance team (Acquisition), resource development team and program team in proposal development process, to anticipate and plan resource needs.   

Provide operational advice on supply chain management aspect during the process of the Go/No-Go Decision, project proposal development, agreement development, kick-off workshop and agreement amendment.  

Coordinate closely with other program team to arrange the procurement plan and service delivery  

Capacity Building/ Technical works 

Provide coaching & guidance for procurement team member in zonal/cluster, fostering collaborative and efficient team.  

Facilitate non-procurement staff at the zone and cluster level in using the corporate system and understanding the information, data and reports for the delivery of good programs. 

Provide Christian leadership and support to enrich the organization’s life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve 

Accountability & Quality Assurance 

Manage robust procurement operations at the projects in the zone to promote cost-efficiency, value for money and higher yield to ministry  

Coordinate procurement activities to meet the accountability and quality and to align with partnership/donor/statutory requirement, policies and standard  

Lead the data management at the zone and cluster, reporting and analytics and become the strategic business partner who is responsive to organisational needs. Analyse the data & information and provide insights to key stakeholders to improve decision making. 

Perform BPS process by monitoring of the Watchdog utilisation and Blocked Party Screening (BPS) compliance  

Provide technical assistance to the Zonal Program Manager, Zonal Team, AP, and cluster in developing and reviewing procurement plan and activities 

Conduct the management of capacity building of local partners and improve the overall business practise regarding local partnering 

Coordinate the action and insights to simplify the procurement business process and provide technical guidance to Zonal, Cluster/AP and project teams. 

Conduct training and monitoring on the procurement business rules and communicate with Zonal, Cluster/AP teams, and Partners as changes occurs that impact existing protocols. 

Support the process for financial audit/ expenditure verification for projects and Yayasan and monitor the follow up actions on the audit findings. 

Support the procurement activities for the emergency preparedness and response by coordinating with the appointed Disaster Management Team staff. Provide insights on the logistics and warehouse management  

Liaise and collaborate with finance team, logistics team, cross-functional units in NO, and teams of relevant World Vision entities in national, regional and global 

 

Management & Leadership  

Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.  

Build and maintain positive spirit of working in team with other staff in respective zonal. Manage annual performance agreement. Submit periodical/ monthly accomplishment report 

Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties. 

Manage all risks related to contractual and project management according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.

Demonstrates a proactive attitude by taking on additional responsibilities as assigned by the supervisor, aligned with national strategy. 

Required Education, training, license, registration, and/or Certification 

Bachelor's degree is a ust/ Holds CIPS certification 

Required Professional Experience 

At least 3 years’ experience in procurement area of service, preferably gained in humanitarian sector. 

Above 1 year’ experience in managing team.  

Required Language(s) 

Professional Proficiency in Bahasa Indonesia and English is a must

Required travel and/or work environment accommodations 

Ability to travel within country or internationally.  

Up to 25% of travel time.
