National Specialist for Women Protection and Empowerment Outreach
Job Overview:
Under the supervision of the Women Protection and Empowerment Coordinator, the National Specialist for Women’s Protection and Empowerment Outreach will play an important role in achieving the objectives of the Women's Protection and Empowerment (WPE) programme through the implementation of targeted activities aimed at preventing gender-based violence (GBV) and Empowerment. As a member of the GBV AoR Outreach Working Group, the National Specialist for Women’s Protection and Empowerment Outreach will work with national and international partners to strengthen coordinated efforts in GBV awareness and prevention. This role is vital to developing coherent, gender-sensitive advocacy messages that are tailored to effectively reach diverse audiences.

The National Specialist for Women’s Protection and Empowerment Outreach will take an active role in adapting guidance provided by the International Rescue Committee (such as Girls Shine and Women Rise), to align with the specific needs and cultural contexts of local communities, ensuring that all information is both relevant and accessible to diverse groups. Through these initiatives, the National Specialist for Women’s Protection and Empowerment Outreach will ensure that accessible and effective information is disseminated to diverse groups, including vulnerable populations, thus strengthening WPE's commitment to protecting and empowering people at risk throughout Ukraine.

In addition to supporting outreach activities, the National Specialist for Women’s Protection and Empowerment Outreach will actively participate in the support and training of partners who implement components focused on gender-based violence (GBV) prevention, ensuring that these collaborators are well-equipped with the necessary knowledge and resources to effectively address GBV issues within their communities.

Primary Responsibilities
Coordination and Collaboration:
- Collaborate closely with the Women Protection and Empowerment Coordinator and Women Protection and Empowerment - Technical Advisor to ensure the effective implementation of outreach activities aimed at preventing gender-based violence (GBV) and engaging communities in the process.
- Serve as an active member of the GBV AoR Outreach Working Group, working with national and international partners to strengthen coordinated efforts in GBV awareness and prevention.
- Facilitate regular meetings with stakeholders to ensure alignment on outreach objectives and activities, sharing updates and gathering input for continuous improvement.

Co- Leading in theGBV AoR Outreach Working Group:
- Actively participate in meetings of the GBV AoR Outreach Working Group to contribute to discussions and decision-making processes. Execute assigned tasks and responsibilities to ensure the successful implementation of outreach initiatives.
- Engage in regional meetings of the working group to share gather updates, and foster collaboration among stakeholders.
- Lead the development of a set of common, gender-responsive, harmonized messages on GBV prevention, risk mitigation, and response; access to services, based on discussions and agreements among Outreach Working Group members.
- Adapt these messages for different audiences and purposes, ensuring they are culturally relevant and accessible to various community groups.
- Participate in coordination of the GBV Outreach WG with affected communities (IDPs), Child Welfare Committees (CWC), Accountability to Affected Populations (AAP), and GBV/protection/anti-trafficking actors in Ukraine, to ensure messages are streamlined and harmonized.

Advocacy and Stakeholder Engagement:
- Contribute to advocacy efforts by communicating key messages related to GBV prevention and protection to national and local stakeholders.
- Build and maintain effective relationships with local and international organizations working on GBV issues to promote collaboration and resource sharing.

Development Materials and Community Engagement:
- Adapt global IRC curricula, such as Girls Shine and Women Rise, and other, to the Ukrainian context, creating methodological materials and educational guides for Empowerment program areas in accordance with IRC global recommendations.
- Take an active role in adapting guidance provided by the International Rescue Committee (IRC) to align with the specific needs and cultural contexts of local communities, ensuring that all outreach materials are relevant and accessible.
- Support IRC WPE team in creation and disseminating outreach materials, including information resources and communication strategies, to support GBV prevention initiatives.
- Organize and implement awareness campaigns that aim to increase understanding of GBV and reduce stigma, actively engaging with affected communities, including internally displaced persons (IDPs).
- Monitor and evaluate the impact of outreach initiatives, gathering feedback from participants to inform future campaigns and improve effectiveness.

Training and Capacity Building:
- Participate in the training and support of partners implementing components focused on GBV prevention, ensuring they are equipped with the necessary knowledge and resources.
- Conduct training sessions and workshops for field staff and partner organizations to enhance their capacity in GBV prevention and response strategies.

Planning and Strategy Development:
- Agree on key locations, formats, and channels for information dissemination to maximize outreach impact and ensure accessibility for target populations.
- Develop a comprehensive GBV AoR outreach action plan that outlines strategic objectives, activities, and timelines for outreach initiatives.

Requirements
The National Specialist for Women’s Protection and Empowerment Outreach will need to meet the following requirements:
- A degree in international law, human rights law, social sciences, international relations, or a related field, or equivalent work experience.
- At least 3 years of experience related to gender-based violence (GBV) or protection initiatives.
- Proven expertise in GBV prevention and response, including awareness-raising, community engagement, and outreach activities.
- Previous experience in developing curricula, guidelines, or methodological recommendations with a focus on gender-based violence (GBV).
- Demonstrated ability to contribute to strategic planning, results-based management, and data-driven reporting within the context of GBV programming.
- Experience in participating in coordination forums and collaborative working groups.
- Excellent communication and interpersonal skills, along with strong analytical and writing abilities.
- Additional qualities include the ability to multitask, handle pressure effectively, adapt to changes, and demonstrate flexibility.
- Fluency in spoken and written English; knowledge of Ukrainian and/or Russian.

This position will be based in Kyiv, with travel Kharkiv, Dnipro, Zaporizhzhya, Odesa, Mykolaiv regions.
