Summary You will serve as a NATURAL RESOURCES SPECIALIST/ENVIRONMENTAL ENGINEER/ PHYSICAL SCIENTIST in the NAVFAC FACILITIES ENGINEERING COMMAND WASHINGTON of NAVAL FAC ENGINEERING CMD WASH. Responsibilities You will manage permits and compliance plans associated with the storage tanks/spill programs to ensure installation environmental compliance. You will review facility planning documents, construction projects, plans and designs for compliance with installation storage tanks/permits and regulations. You will serve as a subject matter expert on environmental laws and regulations pertinent to the installation's storage tanks/spill programs. You will review Public Work Department projects for compliance environmental regulations and Navy policy. You will program requirements for execution to maintain compliance with installation storage tanks/spill program requirements. You will coordinate EV project execution and fee payment with regional EV execution teams. Requirements Conditions of Employment Qualifications FOR GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following1) Assisting in the resolution of issues related to various environmental programs (i.e. Clean Water Act (CWA), Oil Pollution Act (OPA), Oil Pollution Prevention Regulations, Clean Air Act (CAA), Emergency Planning Community Right-to Know Act (EPCRA), Resources Conservation and Recovery Act (RCRA), etc.); 2) Monitoring environmental projects to ensure compliance with rules and regulations; 3) Performing environmental inspections to determine compliance with applicable permits and regulations; 4) Conducting inspections of storage tank systems, and/or hazardous waste storage areas to ensure compliance with environmental regulations, policies, instructions, and installation permit; 5) Compiling data for air, tank, and/or hazardous waste program requirements, reports, and permit revisions to ensure installation conformance to federal, state and local regulation applications; 6) Reviewing and providing written comments for maintenance and construction project scopes of work, contracts, and design drawings; and 7) Ensuring proper records keeping practices necessary to maintain permitting documentation. FOR GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Assisting in the management and support of environmental programs associated with clean water (industrial or sanitary wastewater), hazardous waste or petroleum storage; 2) Assisting in the environmental regulation review of projects and proposed actions and plans for compliance with existing and proposed environmental permits; 3) Assisting in preparing guidelines, point papers, scopes of work, and cost estimates; and 4) Assisting in the development of implementation of Environmental Management Systems and compliance audits. For the GS-09: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. Education requirements are listed in the next section according to series FOR PROFESSIONAL BIOLOGICAL SCIENCE 0401 SERIES: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR: Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE PROFESSIONAL ENVIRONMENTAL ENGINEERING 0819 SERIES: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional FOR THE PROFESSIONAL PHYSICAL SCIENCE 1301 SERIES: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
