Summary About the Position: You will function as a Technical Specialist with responsibility for providing continuous evaluation, program direction, and coordination of the recreation and natural resources management activities at water resource development projects. Responsibilities Develop and coordinate recreation and natural resources management programs and policies for multipurpose projects, with adjoining Districts, and with other federal, state, and local government entities. Coordinate events and actions related to recreation and natural resources program areas. Use an interdisciplinary approach in reviewing operational management plans and other plans for the development and administration of civil works water resource development lakes and locks in the district. Coordinate with other district elements to assure that the design and location of proposed developments will create a minimal environmental impact or operational issues. Develop and implements programs to inform or gather information from the public about lake and lock recreation programs and natural resources. Provide technical advice on, or implements, national programs at the district level. May serve as instructor for District/Division courses such as Visitor Assistance, Interpretive Services, etc. Coordinate user fee program priorities with facility managers and with other district elements. Basic Requirement for 0401 Natural Resources Specialist (Ranger): Degree: A bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience which includes courses equivalent to a major, as shown above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement in the education section to qualify for this position you must also meet the qualification requirements listed below: To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes experience in biological practices or techniques related to administering environmental activities; working on a natural resources program for lake and lock projects; reviewing and interpreting laws, policies, and regulations associated with natural resources management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Have the specialized experience as described above, but less than one year; and have at least two years of graduate education as described above, but less than the required three years. Have computed the percentage of the requirements that meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes providing continuous evaluation, program direction, and coordination of the recreation and natural resources management activities at water resource development projects; applies principles of wildlife management, land management, soil conservation, park planning, policy and administration, public use management, as well as other biological and social sciences to the recreation program; initiating correspondence, directives, conferences, program consistency reviews, and benchmarking for all matters pertaining to assigned areas of responsibility. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted You will be evaluated on the basis of your level of competency in the following areas: Natural Resource Management Oral Communication Planning and Evaluating Problem Solving GS:11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
