NAVAL ARCHITECT
Summary The selectee for this position will serve as a Supervisory Naval Architect in the Technical Division of the Engineering Directorate of MILITARY SEALIFT COMMAND. Responsibilities You will serve as the Head of the Naval Architect Branch. You will be responsible for naval architecture matters pertaining to MSC ships. You will be responsible for the day-to-day technical and administrative supervision, management, and oversight of Branch activities and personnel. Assignments, reviews, and is responsible for work and deliverables prepared by subordinates. You will coordinate and collaborate with other engineering disciplines to develop and affect naval architecture and structural engineering elements for maintenance, repair and modernization of MSC ships. You will provide project management for large, complex engineering projects requiring the skillful integration of talents engineers of diverse specialties. You will direct the effort of the Branch in the design, analyses, and development of new shipboard structures and design, analysis , alteration and repair of existing shipboard structures. You will plan and manage the development of plans and specifications for the repair and alteration of MSC ships. Requirements Conditions of Employment Qualifications For GS-14: In addition to the Basic Education Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the grade GS-13 level or pay band in the Federal service or equivalent experience in the private or public sector. Applicant's resume must demonstrate the following specialized experience: Experience assisting with the developing detailed specifications, independent government estimates, reviewing solicitations, and overseeing contracted work. Experience preparing weight estimates and developing drawings. Experience assisting with performing and/or reviewing structural analyses and load calculations, to ensure sound design and compliance with regulatory requirements, to include finite element analyses and first principal calculations. Experience developing dry-docking plans, providing dry-docking oversight, developing and reviewing intact and damage stability analyses, and experience in the development of cargo handling, mooring, anchoring, towing, and lifesaving equipment. Experience conducting condition surveys, damage surveys, stability tests, and dead weight surveys. Experience leading large, complex engineering projects that are inter-disciplinary. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
