JOB DESCRIPTION
Subject to executive determination of policy plans, directs, coordinates and supervises the administrative activities of the Commission; provides assistance to the management in ensuring that the resources of the Commission are managed efficiently, economically and effectively; and does related work.
Functions and Responsibilities:
1.    Provide economical, efficient and effective services relating to personnel, records, delivery and receipt of correspondence, supplies, equipment, collections, disbursement, security, custodial work and logistical support;
2.    Ensure effective procurement of goods, services, infrastructure and consultancy for the NCSC CO, including the development of systems in compliance with RA No. 9184, s.2003 (Government Procurement Reform Act);
3.    Implement and maintain an Asset Management System, including a clear and up-to-date Asset Registry System;
4.    Manage and ensure the adequate and standardized provision of physical resources such as infrastructure, facilities, utilities and vehicles;
5.    Provide technical and administrative secretariat services to the Human Resource Management Promotion and Selection Board, Disciplinary Action Committee, Bids and Awards Committee, Disposal Committee, Grievance Committee, Corruption Prevention Committee, Personnel Development Committee, Records Management Improvement Committee and all other AS related committees;
6.    Implement human resource management policies and procedures within the framework of the CSC/Office of the Ombudsman/DBM rules and regulations, including the performance appraisal system;
7.    Formulate human resource development policies, including the acquisition and retention of talent and the design, implementation, administration and monitoring and evaluation of internal training programs;
8.    Administer an effective and efficient NCSC-wide Document Management System and internal tracking system leading to a paperless solution and digitized document workflow that would speed up appropriate actions and enable systematic, efficient, and cost-effective documents and records management;
9.    Exercise collection and custodial function on cash, checks, and other forms of income, including payments for authorized disbursements;
10. Advise and assist the Commission on budgetary, financial and management matters;
11. Prepare the annual budget consistent with the annual Budget Call, and the Corporate and Business Plans, in coordination with the Program Operations and Planning Bureau (POPB) and Regional Offices (ROs) and formulate the final budget allocations based on the approved annual budget of the Commission;
12. Implement a Financial Management System to provide internal controls on sources of financing and expenditures, including the implementation of improved management systems to achieve the Commission’s mandate and desired organizational outcomes;
13. Undertake the reconciliation of the physical inventories of supplies, plant, property and equipment with the book of accounts;
14. Formulate policies and standards on the provision of financial resources and implement an effective financial monitoring system in order to provide Commissioners and the different B/S/Os timely compliance with reportorial requirements of oversight agencies and statutes, and provide the NCSC Management with relevant information;
15. Develop and implement policies and guidelines for the effective, efficient, and economical management of financial resources of the NCSC; and
16. Perform other related functions which may be assigned by the management from time to time.
