Help support democracy worldwide by joining our team! **About the Role** The NED Global Design, Monitoring, Evaluation, and Learning (G-DMEL) Specialist works as part of a DC- based technical unit for NDI worldwide. The purpose of this position is primarily to support design, monitoring, evaluation and learning for NDI’s portfolio of programs funded by the National Endowment for Democracy (NED). **Your Purpose and Impact:** + NED Program Portfolio Support + Promote sound NED program designs and categorization of NDI’s programs under the NED taxonomy of interventions. + Structure the institute’s NED programs within NDI’s searchable database for knowledge management, program design, identification of cumulative assessments for annual NED Learning Days and for identification of future NED annual evaluations. + Support G-DMEL proposal writing, grant administration, budget projections and allocations, and report writing for the global team’s portfolio of NED programs. + NED Annual Cumulative Assessments + Coordinate and support the annual NED cumulative assessment (CA) process with G-DMEL, Program Coordination and Regional teams. + Support selected regional teams in the NED CA design process, including providing feedback on the evaluation questions, data collection tools and final CA design. + Provide technical training, resources and consultations to selected regional teams on Outcome Harvest methodologies throughout the annual CA implementation process as needed. + Coordinate G-DMEL review of draft CA reports and provide feedback and support in finalization of the CA reports. + Attend and document annual NED feedback sessions with Program Coordination and the selected regional teams. + NED Annual Learning Events + Support the selection of CA programs to participate in both internal and external learning forums, including NDI Community Learning Webinars and NED Learning Days respectively. + Support the organization and thematic analysis of CAs across the NED portfolio, as needed. + NED Evaluations + Support Annual NED evaluations, including the design, implementation and packaging of evaluations. + Support the creation of evaluative learning resources and evaluation products (evaluation briefs, guides, videos) as needed. + Participate in team building, strategic planning and portfolio tracking as needed. **Minimum Qualifications:** + Bachelor's degree in social science (sociology, political science, anthropology) or field related to NDI’s portfolio of work, or equivalent work experience. Master’s degree a plus. + Two years of direct experience in Monitoring & Evaluation. + Experience in supporting projects related to democracy, human rights, and governance. + Experience using data management and retrieval systems to promote monitoring, evaluation and learning at an institutional level; experience in data analysis and visualization a plus. + Experience in designing and delivering technical training and capacity building workshops in M&E to non-technical users. + Experience with creating user-friendly M&E materials and guidelines for non-technical users. + Experience in grant writing and reporting. + Experience in coordinating diverse institutional groups and constituencies. + Experience engaging in research, and/or rigorous evaluations and linking to other initiatives. + Experience with programs and/or initiatives relevant to NDI’s work in citizen participation, women’s political participation, youth, political parties, elections and/or legislative affairs a plus. + Familiarity with the National Endowment for Democracy and its DMEL requirements. + Demonstrated understanding of program monitoring systems. + Demonstrated ability to manage large portfolios of data and information for analysis and visualization that promotes evidence-based reporting/storytelling. + Familiarity with donor requirements for M&E. + Ability to create user-friendly M&E materials and guidelines for non-technical users. + Demonstrated ability to utilize databases (Access, Salesforce, DevResults etc.). + Strong problem solving and critical thinking skills and ability to draw evidence-based conclusions. + Excellent interpersonal skills, communication skills, and cultural sensitivity to effectively interact with all levels of staff, US and foreign government personnel, members of donor organizations, funders, and policy makers. + Ability to provide hands-on guidance and technical assistance. + Excellent oral and written communication skills to effectively present information and respond to questions. + Capacity to work both independently and as a member of a team. + Action-oriented with a high level of initiative and an advanced level of proficiency in the ability to multitask and prioritize; manage time, perform project management, problem-solving, and organizational skills; and flexibility to adapt and respond to shifting priorities. + Proficiency in Microsoft Office to include Word, Excel and PowerPoint; knowledge of/proficiency in Google Suite tools preferred. + Foreign language ability applicable to one of the regions where NDI works a plus. + Living and working experience outside the U.S. preferred. + Ability and willingness to occasionally travel to regional locations if needed. **What We Offer:** We offer an environment committed to promoting diversity, equity, inclusion and belonging as a core part of our culture. This position offers an anticipated hourly range of approximately $30.20 - $37.75. **Additional Information:** While there may be flexibility for remote/hybrid work environment and to comply with tax and legal obligations, successful candidates must be residents of MD, DC, or VA, or relocate prior to the start of employment at NDI.
