Youth have an opportunity to explore careers in local government and gain value hands-on work experience through placement in various job assignments in City departments. The program provides job readiness training and financial literacy education to develop the essential skills necessary to better prepare young people for the future workforce. The City of Norfolk is seeking NEL Program Counselors for the Norfolk Emerging Leaders Program. NEL Program Counselors will assist the Programs Manager with the implementation of the NEL Program. Program Dates (Program dates and information are subject to change): June 2 – July 25, 2025 Essential Functions Essential functions include but are not limited to: + Manage a caseload of youth program participants. + Establish and maintain positive working relationships with Worksite Supervisors and provide support to resolve any matters quickly. Complete weekly site visits and provide on-site job coaching to youth as needed. + Ensure worksites provide youth a safe work environment and proper supervision. + Monitor compliance with program policies and procedures. + Collect timesheets, process payroll, and communicate with the Lead NEL Program Counselor and Programs Manager to resolve any payroll related disputes. + Problem-solve, mediate, and resolve any worksite behavioral or performance issues in accordance with program policies and procedures. Motivate and coach program participants by supporting positive behavior and facilitate in the growth and development of essential workforce skills. + Maintain well-documented program files and review for completion and accuracy. + Communicate and report all program related needs, concerns, or issues to the Lead NEL Program Counselor and Programs Manager. + Lead and support a team of NEL Program Counselors. + Compile data, analysis data, write reports, and provide administrative support. + Co-facilitate program orientations, meetings, and trainings. + Attend all mandatory meetings and trainings. + Perform other duties as assigned. Education/Experience There are two (2) levels of Norfolk Emerging Leaders Program Counselors: NEL Program Counselor and Lead NEL Program Counselor. Positions are distinguished by the level of work performed and the qualifications of the candidate. A minimum of two (2) years of experience working with youth and young adults from diverse populations in youth development, counseling, education, social work, human services, or related experience. High school diploma or GED required. Postsecondary education equivalent to completion of two years of college or a bachelor’s degree from an accredited college or university is required. Postsecondary coursework in counseling, social work, education, human services, or related field is preferred. Preferred License(s) and/or Certification(s): + First AID/CPR Certification preferred. + Must possess a valid driver’s license and have reliable transportation to travel independently to multiple worksites. If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction. + The Tuition Assistance Program is established to encourage employees toward continued self-development and education.
