Role description:

Arcadis is seeking an experienced National Environmental Policy Act (NEPA) mid-level Planner to join our Enviro Socio Permitting team. This is a unique opportunity to support the delivery of NEPA efforts with a focus on a single, existing, multi-year, major infrastructure contract. It is expected that you have demonstrated expertise with NEPA across multiple agencies, as well as experience with state and federal laws and regulations, including the Clean Water Act, the Endangered Species Act, and the National Historic Preservation Act, among others. You should have a strong understanding of current and emerging NEPA law and regulations and be able to advise clients and support internal staff on NEPA applicability, best practices, and analysis methodology. Therefore, it is expected that you have demonstrated experience with the regulatory requirements and processes associated with the preparation of NEPA documentation, including Environmental Assessments and Environmental Impact Statements.

This role will primarily support Arcadis’ Enviro Socio Permitting team solely working with a single, existing, multi-year, major infrastructure contract requiring expertise in federal NEPA requirements and compliance. Project tasks are often fast-paced and multi-faceted. The position will require a candidate to work both collaboratively with a team of resource specialists, planners, and engineers and have the capacity to balance varying priorities and tasks to work on multiple projects concurrently and meet deliverable deadlines. Arcadis offers a flexible working environment and follows a hybrid work structure. A successful candidate can expect to work remotely and/or from the office, as needed, based on demands of specific tasks and teams.

Role accountabilities:

As a mid-level NEPA Planner, you will apply your experience and technical knowledge of federal NEPA requirements and compliance to work with the client team to provide high quality deliverables to support NEPA documentation for an existing multi-year major infrastructure contract. You will be an important member of the east coast Enviro Socio Permitting team, who will also support the Water Resiliency and Mobility groups, interacting with senior, mid-, and junior level biologists/ecologists, engineers, senior technical experts, project and program managers, and clients as part of an interdisciplinary team. 

Supporting the development of NEPA documentation. Assessing the effectiveness of the mitigation measures/commitments identified in NEPA documentation. Compiling data and reporting on NEPA compliance on a regular basis. During the design phase, ensuring compliance with NEPA requirements. Collaborating with others to identify impacts of project changes and the need for NEPA reevaluations, supplemental documentation, or modifications. Working with a multi-disciplinary team of subject matter experts conducting field work, studies, and technical analysis for impact assessment.

This role will have a hybrid work structure as mentioned above; however, as needed, you would attend in-person meetings and conduct site visits related to development of NEPA documentation. This role may require the ability to travel.

Required Qualifications:

Bachelor's degree in Environmental Science, Environmental or Land Use Planning, Environmental Engineering, or related field Five years of experience developing NEPA documentation for projects in New Jersey and/or New York State/City in the environmental or consulting field. Experience with evaluating project compliance with federal NEPA requirements.  Experience working with interdisciplinary teams to develop comprehensive NEPA documentation. 

Preferred Qualifications:

Master’s degree in Environmental Science, Environmental or Land Use Planning, Environmental Engineering, or related field. NEPA experience specific to the Federal Railroad Administration and/or the Federal Transportation Administration.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
