NEPA Specialist
ManTech seeks a motivated, career and customer-oriented **National Environmental Policy Act (NEPA)** **​ Specialist** to join our team in Lompoc, CA. This is a **remote** position with a preference for candidates based in the Pacific time zone. The NEPA Specialist will provide environmental planning support to the Department of Defense (DoD), NEPA documents and regulatory consultations, preparing environmental, regulatory consultation, technical, and scientific documents and analysis of project-related effects on NEPA resources. **Responsibilities include but are not limited to:** + Assist in the preparation of environmental documentation, including NEPA documentation (Environmental Assessments and Environmental Impact Statements), Section 401 and 404 permits, Coastal Zone Consistency Determinations, and U.S. Fish and Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS) Section 7 Consultations + Prepare Description of Proposed Project and Alternatives, including developing Purpose and Need sections + Conduct independent literature research to identify environmental constraints, identify resources potentially affected, and prepare analyses of environmental consequences for proposed projects + Complete Cumulative Impact Analyses for proposed projects + Review biological survey data/reports and wetland delineations to analyze, evaluate, and graphically represent data in NEPA and consultation documents + Serve as an analyst on complex planning projects, with an emphasis on natural resources + Participate in consultations with the NMFS and the USFWS, coordinate projects with a multi-disciplinary team, and participate in project management for research and compliance documents + Manage tasks and project schedule, produce work products on time, and identify project risks and solutions with minimal oversight + Meet tight deadlines on multiple projects **Minimum Qualifications:** + Bachelor degree in environmental sciences, environmental planning, natural resources management, biology or similar discipline + A minimum of 5+ years of direct relevant professional experience working with environmental regulatory compliance and permitting for federal and/or state entities + Experience and knowledge with NEPA requirements + Experience with analyzing project impacts on NEPA resource categories + Experience of the federal and state permit processes + Experience analyzing effects for at least one of the following topics: biological resources (preferably Endangered Species Act (ESA), listed terrestrial animals and/or plants), water resources (including jurisdictional wetland delineation), Coastal Zone Management, or noise + Proficiency in Microsoft Word and Excel **Preferred Skills:** + Masters degree in environmental sciences, environmental planning, natural resources management, biology or similar discipline + 10+ years of experience working with environmental regulatory compliance and permitting for federal and/or state entities + Experience with environmental compliance and permitting for the DoD + Knowledge of GIS mapping software and database applications **Clearance Requirements:** + None **Physical Requirements:** + Must be able to remain in a stationary position 50% + Needs to occasionally move about inside the office to access file cabinets, office machinery, etc. + Frequently communicates with co-workers, management, and customers, which may involve delivering presentations + Must be able to exchange accurate information in these situations ManTech International Corporation, as well as its subsidiaries proactively fulfills its role as an equal opportunity employer.
