VDOT Northern Virginia Public Safety and Transportation Operations Center (PSTOC)
The Virginia Department of Transportation (VDOT) has designed, developed, and implemented a Traffic Operations Center (TOC) in Fairfax County to manage freeway traffic in the Northern Virginia area.  The VDOT TOC is located within the McConnell Public Safety and Transportation Operations Center (PSTOC).  Since the TOC is a 24/7 operation, it also has several communication center duties such as after-hour dispatching, media coordination, and a wide variety of notification responsibilities.  At the core of the TOC, is an Advanced Traffic Management System (ATMS) comprised of software, databases, servers, workstations, video equipment as well as network and telecommunications equipment.
The TOC also relies on a number of field devices to carry out its mission.  These devices include: permanent dynamic message signs (DMS), portable DMS, closed circuit television cameras (CCTV), traffic monitoring sensors, lane control devices, gate control devices and ramp metering devices.
Because TOC staff rely heavily on the ATMS in carrying out their mission, it is imperative that the ATMS network is properly supported and maintained.  Therefore, VDOT is issuing this solicitation to obtain the services of an on-site Network Engineer at the TOC, to ensure the reliable and efficient operation of the ATMS network.
Network Inventory and Documentation Review
Work under this activity shall include a thorough review of all existing network components at the TOC.   The development of the existing network included the preparation of extensive documentation detailing the design and operation of the network.  The Network Engineer shall review existing documentation and assess the completeness and accuracy of the documentation relative to the actual operating environment and update as necessary
Network Administration
VDOT desires network administration duties to be performed for the TOC.  The majority of these duties shall be conducted on-site.  Work space will be provided at the TOC, and a desktop computer with VDOT network access will be made available.  Work hours for the Network Engineer may vary depending on the critical nature of the work and overall activity at the TOC.
The Network Engineer shall closely coordinate TOC network activities with VDOT’s Information Technology Division (ITD) as necessary.  This will require coordination with both District and Central Office personnel.  Activities may include attendance at IT staff meetings and/or planning meetings.
Any Network Engineer on-site at the TOC will have full access to and significant privileges on VDOT systems.  Therefore, the Network Engineer and any other contract staff are subject to a finger print criminal history background check prior to commencing duties at the TOC.  System and network security must be maintained.  At any time, VDOT reserves the right to immediately discontinue use of the current Network Engineer should VDOT deem their actions to be disruptive to the operation or in violation of VDOT policies and procedures.  
Routine Network Engineer Duties
The responsibilities of the Network Engineer will include maintenance of all current network hardware and software at the TOC, and new hardware and software that will be installed in the future.  These services will be primarily for central control room hardware, communications infrastructure and software.  Field equipment maintenance is primarily performed by other personnel.  However, the Network Engineer will be expected to provide support for the field equipment installation, maintenance and troubleshooting as necessary.
Daily interaction with TOC systems will provide the Network Engineer the necessary level of local knowledge as well as build a sense of ownership.  From VDOT’s standpoint, on-site systems administration will provide quicker resolution of problems, better system monitoring, and certain economies of scale.  Routine systems administration duties may seem relatively trivial, but collectively they determine the long-term health of the system.  Such typical duties expected of the Network Engineer shall include, at a minimum, the following:• Monitor network performance/utilization• Add / delete system users• Change user privileges• Provide full system backups and restoration, if necessary• Manage network security policies and procedures• Participate in Configuration Change Board (CCB) meetings• Manage network configuration• Archive data as directed• Develop reports• Implement bug fixes, patches and upgrades• Support the addition of field devices to the system which do not require software modification• Manage maintenance support agreements• Provide other network related technical support as directed by the Regional Transportation Operations Manager (RTOM) or designee.
Long-term/Planning Duties
Network long-term/planning duties shall be conducted by the Network Engineer.  The Change Control Board will provide overall direction for these duties.  Listed below are examples of long-term/planning duties the Network Engineer is expected to perform:
• Hardware and software upgrades of network components. • Network performance planning• Network Capacity planning• Component warranty monitoring• Hardware lifecycle management• Software version management• Communications planning (local and wide area)
Activity 5 – System Integration
Over time, additional field equipment will be added to the TOC.  The Network Engineer will be responsible for supporting the testing, configuration management, and troubleshooting associated with the integration of the new equipment with the TOC central software.  
Work in the System Integration area may include writing specifications, preparing drawings, providing procurement support, and installing and configuring equipment.
Specific duties related to procurement support include:• Support in determining equipment specifications, selection of equipment, and selection of models.• Support in determining if vendor recommendations of equipment meet requirements.• Assisting in commercial-off-the-shelf procurement decisions.• Support for procurement and installation decisions for the TOC communication media.• Review of vendor proposals/bids/submittals as required.
Specific duties related to equipment installation and configuration include:• Unpack new hardware and inspect it for any signs of damage. The Network Engineer will record in the configuration management database the make, model, and serial numbers of each individual piece of equipment.• Install the equipment in its intended location. The network hardware will be rack mounted. The Network Engineer will verify all connections to and from the equipment including power and communications connections.• Setup and configure each piece of equipment. This may include the installation of an operating system or other COTS software. It may also include the setting of configuration parameters, such as IP routing parameters in the network switch. The Network Engineer will record any setup parameters used in configuring the equipment. • Test the system configuration to verify that each piece of equipment is connected and configured as specified.


The Network Engineer will have various responsibilities although the majority will involve Cisco Switching, Routing and ASAs.  While the vast majority of network equipment is Cisco, there will be responsibilities associated with a small number of Extreme and Dell network components. 
Having strong hands on experience and a solid understanding of network fundamentals is an absolute MUST for this role. 
Strongly prefer hands on experience with the following:- Cisco Platforms: 6500, Catalyst 3750x, 3850, ASA5500x.- IP Multicast over MPLS, configuring and troubleshooting- Strong experience with routing protocols BGP, EIGRP and OSPF- Strong experience with Layer 2 and Cisco VSS- SNMP, Netflow, sflow and other network monitoring protocols and methodologies- Network data capture and analysis with tools such as Wireshark, etc.- Experience working with network monitoring applications. (Solarwinds, Nagios, etc.)- Documentation and working with MS Visio
Additionally, experience is also required in the following areas:-Troubleshoot network related service issues including outages, anomalous behavior, and slow response class of problems.-Configure network equipment and services.-Produce network implementation and migration plans.-Test and support network hardware/services in various stages of deployment.-Audit and assess network for requirements and best practices.-Assist in formulating network management strategies.-Produce and review technical documentation.-Provide recommendations to optimize network operation and performance.-Work with internal as well as external technical teams during design, development, and implementation phases of various network-related initiatives.
Other considerations:-Candidates must be available for after-hours support as needed and will be expected to be on-call.-Candidates should have a strong desire and aptitude to learn new technologies.-Candidates must have an interest in obtaining a hands-on role.-Experience with Intelligent Transportation Systems is not required but would be a plus.
