Network Engineer: Under direction, incumbents assigned to this class are expected to perform the full range of work assigned to this class and to work with considerable independence and initiative. At this level, work is more complex to very complex in nature. Please note: This position is not eligible for H-1B visa sponsorship. ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.) Performs network support functions including analyzing, designing, constructing, securing, documenting, testing, training, monitoring, maintaining and supporting network and voice systems or hardware and operating systems for city departments. Monitors and maintains production support for firewalls, IDS systems, routers, switches and other network or voice components. Develops a variety of methodologies and standards; performs various project management tasks. Performs evaluation, diagnosis and provides resolution to network problems that may impact database systems, file servers, domain controllers, applications or desktop systems. Assists and/or performs upgrades to network hardware and software components as required. Maintains and performs moves, add-ons and changes for fiber and copper patch cables in data rooms. Constructs, tests and documents operating procedures, develops training courseware and delivers training classes. Provides end user support for voice network in the form of moves, add-ons, changes and troubleshooting. Participates as needed in various telecommunications projects in project planning, scheduling, equipment upgrades and copper or fiber optics installation. Researches, tests, and evaluates computer equipment and application products. Interacts with users, vendors and contractors to select appropriate software and equipment. Assists in developing purchase specifications. May analyze and design network and voice solutions to meet application, desktop systems or departmental needs. May develop network standards and methodologies, and manage implementation and reporting of projects. May serve as liaison between user departments and Purchasing in procuring computer equipment or services. Performs other duties as assigned. QUALIFICATIONS Education/Experience: Bachelor's degree in Computer Science or related field from an accredited college or university; five years' moderate to complex experience analyzing, designing, securing, constructing and maintaining network or voice systems. Equivalent combinations of education and experience may be considered. Licensing/Certification Requirements: In addition to previous requirements; CISCO Certified Network Associate (CCNA)/CCNA Voice is required. CISCO Certified Network Professional (CCNP)/CCNP Voice is preferred. May need the ability to travel to various locations in a timely manner as the job requires. Knowledge, Skills, and Abilities: Knowledge of the policies, procedures, and goals of the city of Thornton and the department. Knowledge of the principles and practices of quality customer service. Knowledge of the general operations of various city departments. Knowledge of computer hardware and software, and diagnostic methods and techniques. Skill in utilizing equipment used in server, network, voice, and desktop systems. Skill in monitoring system performance, identifying, diagnosing, and repairing network and voice problems. Ability to effectively research, test, and evaluate computer equipment and application products. Ability to provide effective training for employees. Ability to provide quality customer service. Ability to interpret, understand, and comply with regulations, standards, and guidelines. Ability to listen well and communicate effectively orally and in writing with various audiences. Ability to use standard office equipment, computer equipment and software, including word processing, spreadsheet applications and electronic mail. Ability to establish and maintain effective working relationships with city employees, vendors and the general public. In addition to previous requirements: Knowledge of the city of Thornton Municipal Code associated with user departments and special projects. Knowledge of the principles and practices of information systems, including systems analysis, design, construction, securing, monitoring, maintenance, testing, documentation, training, and production support. Knowledge of city of Thornton purchasing policies, goals and procedures. Knowledge of software and hardware products used in municipal government applications. Knowledge of the principles of project management. Knowledge of practices and processes of procuring computer equipment or services, including developing purchase specifications. Skill in assessing user needs and analyzing and evaluating existing hardware systems for effectiveness and efficiency. Skill in managing, monitoring and administering server, network, and voice systems. Ability to exercise significant discretionary and independent judgment. Ability to research, plan, schedule, and implement system upgrades and conversions to new technologies. Physical and Mental Requirements: While performing the essential duties of this job, the employee is required to climb, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear, and make repetitive motions. This position is mostly medium work; exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The employee is required to have close visual acuity. The employee is subject to environmental conditions, both inside and outside conditions, noise, and is required to function in narrow aisles or passageways.
