Program Summary

The Marine Corps’ Maritime Prepositioning Force (MPF) and Marine Corps

Prepositioning Program has been operationally invaluable in supporting our Nation’s interests across the world. This unique program provides the essential elements needed to support and execute crisis response, global reach, and forward presence. The Marine Corps’ Prepositioning Program enables the rapid deployment of Marine Air Ground Task Forces (MAGTFs) and/or augment individual Marine units

forward deployed. These forces are uniquely capable of strengthening alliances, securing strategic access, and defeating hostile adversaries. MPF is keystone in the Marine Corps’ capability for setting the conditions for national security. The prepositioning of equipment and supplies to support MAGTFs from Marine Expeditionary Unit (MEU), Marine Expeditionary Brigade (MEB), to Marine Expeditionary Force (MEF) level employment, enables Marine forces to fulfil their role and responsibility as our Nation’s force in readiness. Our prepositioning programs will continue to enable operations across the Joint Operational continuum – including shaping, deterrence, seizing the initiative, domination, stabilization, and enabling of civilian authorities. When combined with the forces and their equipment arriving in the fly-in echelon (FIE), prepositioning programs

provide forward deployed equipment and supplies needed to sustain a MEB-sized MAGTF for 30 days of operations; thus reducing total strategic lift requirements.

Job Summary

The scope of this position is to configure, secure, and maintain information systems access and services to include hardware and virtual environment management in support of the Marine Corps Prepositioning Program – Philippines (MCPP-PHIL) Task Order to include the development and enforcement of the network policy and the resourcing and allocation of equipment and materials. The MCPP-PHIL Network Engineer will report directly to the MCPP-PHIL Project Manager. 

Initial training for this position and onboarding will occur in Jacksonville, FL with follow-on USMC Contractor Replenishment Cell (CRC) training for ultimate placement in Subic Bay, Philippines.

Roles and Responsibilities

Plan, coordinate, and implement information management services utilizing computer systems hardware, peripheral equipment, mobile devices, and software. Install, configure, secure, maintain, upgrade, and recover data systems and peripheral hardware.Administer user security and access policies as required. Implement and coordinate multiple access points utilizing virtual private networks and wired and mobile connections through the MCEN and local network providers. Implement a customer Help Desk management system.Implement a risk management program.

Experience / KNOWLEDGE:

DoD and NIST policies, standards, and guidelines for maintaining network infrastructure.Networking tools used for monitoring network usage, capacity, performance, and security.Switch, router, and firewall configuration.VLAN, VOIP, VPN configuration.System backup and restoration.Analyzing, identifying, fixing, and recording network and server problems.Help Desk implementation/management. 

Basic Qualifications

BS degree in information technology or another related field.In lieu of a degree, a combination of college credits, professional certification, formalized training or education, and directly related work experience may be considered.Ten years of progressive experience with specialized knowledge of information systems management and computer, router, and server management, including five years in a help desk capacity involving various aspects of network planning and connectivity, performance monitoring, network troubleshooting, and customer interface.Must be a U.S. Citizen.Must possess a valid state Motor Vehicle Drivers’ License.Must be able to obtain and maintain a Department of Defense secret security clearance.Must possess or be able to obtain a U.S. Passport.Applicants must be able to pass an FBI Background investigation with no criminal, civil, or security violations.

Must be able to obtain a work visa and an Alien Employment Permit for the Philippines.

Preferred Qualifications

Understanding of Marine Corps policies, regulations, and orders.Industry CertificationAutomation and ScriptingWorking knowledge of military storage procedures.Working knowledge of general maintenance procedures for commercial off-the-shelf and tactical data and cellular equipment.Strong written and oral communication skills.Ability to comply with all established methods, quality standards, and time schedules applicable to this position.
