Network Operational Executive (CAH Network) REGIONAL HEALTH CARE ADMINISTRATION - 7515 (BILLINGS CLINIC CLINIC) req8015 Shift: Day Employment Status: Full-Time (.75 or greater) Hours per Pay Period: 1.00 = 80 hours (Exempt) Starting Wage DOE: Commensurate with experience (Please do not submit an application to the Billings Clinic website unless instructed to do so by Eide/Bailly - directions on how to apply can be found at the end of this posting text) Position is responsible for executive and operational leadership to develop and strengthen the emerging Critical Access Hospital network through facilitating strategic market growth and development, fostering community relations and service, operational performance, and rural hospital governance. Position is accountable to strengthen the rural health care delivery system by enhancing business operations, improving the quality of clinical care delivery through effectively leveraging the resources of Billings Clinic and driving efficiencies through oversight and collaboration with affiliate CEO’s. Position provides operational oversight and leadership as needed of regional physician branch clinics, health care affiliate management contracts, and new physician and facility affiliations and alliances. Position serves as content expert for governance, financial oversight and clinical services for a Critical Access Hospital based network Essential Job Functions • Advances the mission and vision of Billings Clinic through strengthening the rural health care delivery system by ensuring retention of appropriate care locally through effective business operations and improving the clinical quality of care delivery locally and within the region. • Ensures the delivery of innovative, quality, and cost-efficient programs that fosters an integrated regional system of health care and assists rural health care providers who seek out alliances for business and clinical quality reasons. • Manages existing regional physician branch clinics, health care facility management contracts and facility affiliations. Creates an environment that provides superior operational levels of physician and patient services, clinical quality and lower costs and aligns incentives within the spectrum of providers involved in the delivery of regional health care services. • Builds effective relationships with regional affiliate boards, establishing a vision of excellence with a customer service orientation and demonstrated quality outcomes in response to the developing and shifting needs of the community and the affiliate organization within defined regional market. Develops and maintains community relationships as relates to continuum of care. Monitors for trends, issues, and works to address collaboratively with community and stakeholders. • Promotes strategic sustainable outreach initiatives for physician specialties within regional communities in collaboration with outreach, telemedicine, and referral team. Coordinates with regional health care providers and leadership to assure continuity of goals and objectives, create synergies and solves problems across service lines. • Serves as a consultant to affiliate Board of Directors and for board development, board education, regional health care collaborative initiatives and conducts needs assessments and develops mutually beneficial recommendations and proposals. • Provides leadership in implementing clinical business plans and operations. Collaborates with Chief Medical Officer for Region to develop and support provider practices including quality/patient safety, patient access, practice reporting, revenue analysis and billings/coding documentation. • Serves as a liaison and channel of communication between all Billings Clinic programs and services. Participates in development of patient care delivery models and/or care programs, policies and procedures that describe how patient care needs and/or patient populations receiving care are assessed, evaluated, and met. • Collaborates with Regional Finance Executive to monitor affiliate sites financial statements measuring business activity and financial position to ensure appropriate financial management. • Exercises due diligence during contract development, negotiations, and compliance by reviewing, analyzing, and consulting appropriate resources to diminish risk. • Ensures compliance and regulations of governing facilities and rules of accrediting bodies by monitoring service delivery and partnering with the affiliate CEO to implement required changes. Fosters smooth functioning, efficient organization through timely and effective resolutions of disruptions. • Maintains competency in all organizational, departmental, and outside agency environmental, employee or patient safety standards relevant to job performance. • Develops, retains, recruits, and leads a talented team committed to accomplishing the goals and objectives of Billings Clinic and the regional health care providers. Recommends, implements, and evaluates plans and systems that assure enough qualified and competent staff to provide care/services. Adheres to administrative policy/procedures relating to human resources management. • Demonstrates and encourages an ethic of open communication and teamwork throughout the organization and in the community/region. Builds an environment of shared commitment to Billings Clinic’s and the regional health providers’ goals and responsibility to achieve quality outcomes. • Maintains a high level of satisfaction within Billings Clinic and among regional health care providers, physicians, and employees by providing an environment conducive to maximum individual and collective productivity. • Provides consultation for related concerns and acts as a customer and community advocate by demonstrating sensitivity to ethical and legal ramifications of practice. • Supports and models behaviors consistent with Billings Clinic’s mission, vision, values, code of business conduct and service expectations. Minimum Qualifications Education • Minimum – Four (4) Year / Bachelor’s Degree in Business or Healthcare Administration or related degree. • Preferred - Graduate Degree / Master's degree in Business or Healthcare Administration or related degree. Experience • Eight (8) years of executive level leadership/management experience with experience in a physician practice and hospital setting preferably regional, rural health care network including Critical Access Hospital • CAH CEO experience, preferred Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered.
