This position also assists the lead modeler in conducting ambient air impact analyses for facilities. The position reviews designs, calculations, and other documents for details, accuracy, and completeness; examines the basis for air pollution controls and compliance with air quality standards and regulations; drafts technical analyses and proposed permit conditions for public notice; drafts authorization letters for management review; and participates in cross- functional projects within the Air Quality Division. Work is performed under moderate supervision. The State of Wyoming’s total compensation package is excellent and includes: + Paid annual and sick leave + Paid holidays + Retirement with employer contributions + Deferred Compensation Plan with employer contributions + Health insurance with an employer contribution toward premiums + Insurance options for health, dental, life, vision, ambulance, and short and long-term disability + Longevity pay **The successful candidate may be eligible for a hiring bonus** Human Resource Contact: DEQ HR /deq.hr@wyo.gov/ 307-777-7939 ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level. + Assist the lead modeler in conducting ambient air impact analyses using various models to determine compliance with WAAQS/NAAQS + Drafts and coordinates the preparation of highly technical and complex air quality analyses. + Collects data and prepares reports, permits, and summaries for a variety of projects with varying levels of complexity. + Review technical documents for compliance with the State, EPA, NPS/USFS, and other agencies' requirements. + Reviews process design plans, and specifications for technical merit and environmental impact. + Reviews and approves application submittals. + Make recommendations concerning technical data and reports. + Answer technical questions related to policies, procedures, and statutes. + Responds to comments from stakeholders and industry in contentious situations. + Coordinate with other programs, agencies, or outside entities. Participate in environmental studies and public meetings. + Respond to appeals, lawsuits, or other public record requests. Serve as an expert witness. + Train, develop, and mentor staff. + Confers with the staff of agencies in other states or other levels of government regarding joint actions taken or to be taken, or in exchange for vital or useful information. + Resolve and recommend resolutions of applicant and contractor disputes and claims. + Conducts extensive research on existing and evolving emission control technologies. + Responsible for project documentation and maintaining electronic records for each application. Qualifications PREFERENCES: Preference will be given to applicants with a bachelor’s degree or higher in engineering KNOWLEDGE: + Knowledge of environmental concepts, state and federal statutes, and rules, particularly as it relates to air quality. + Knowledge of state-regulated industries as well as the associated air emission units, processes, controls, and release point facility model. + Skill, knowledge, and ability in planning, organizing, and managing complex environmental regulatory challenges and problem-solving by applying reasoned engineering/scientific judgment. + Skill in managing sensitive situations with competing interests in a political environment. + Knowledge of an ability to read, research, interpret, and apply Federal and State environmental rules and regulations as well as State policies and procedures. + Skill in building and managing teams comprised of professionals with diverse backgrounds and affiliations, balancing disparate goals/priorities, and dealing with difficult people. + Ability to effectively manage the work of technical staff and contractors in a team approach so that deadlines are met while maintaining quality to meet agency goals. + Ability to critically assess, in detail, written documents and technical work products, including scientific studies and modeling results. + Ability to work simultaneously on multiple projects with various deadlines and objectives, as well as be flexible and open-minded. + Strong written, spoken, and electronic communication skills with proficiency in explaining complex technical and/or regulatory issues and concerns to a varied audience. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (in Engineering) Experience: 0-3 years of progressive work experience (in Engineering) with acquired knowledge at the level of an Engineer I. Certificates, Licenses, Registrations: Engineer in Training (EIT) License or Fundamentals in Engineering (FE) Required.
