Within this framework, the purpose of this contract is to provide on-demand technical assistance open to all Government entities targeted by EU interventions in Iraq through EU Special Measures and the EU multi-annual indicative program 2021-2026, as well as technical assistance directly to the EU delegation and support to the EU delegation for policy dialogue. For an assignment: **_Inclusive Social Protection Framework Analysis & Comparative Study_** DAI is looking to recruit: **NKE3 SENIOR NON-KEY EXPERT: LEGAL AND INSTITUTIONAL EXPERT** _ASSIGNMENT PURPOSE_ + The ultimate purpose of this assignment is to produce a comprehensive array of assessments, analyses, and comparative studies to provide strategic insight and direction to the EUD and its implementing partners to engage in transformative reforms across the suite of Iraq’s social safety net programs. Grounded in the political economy assessment produced by the Social Protection PEA assignment and informed by the Social Protection Programme for Iraq: Leveraging Effective Response and Accelerating Reform’s Mid-Term Review of Phase 1 and the thematic evaluation of the social protection sector. _ASSIGNMENT OBJECTIVES_ + COMPONENT A: Enhancing Equity in Social Protection: Developing an Inclusive Framework for Iraq's National Programs + COMPONENT B: Leveraging Global Insights on Social Protection Systems and Food Subsidy Programs’ Reforms _The expert will carry out the following tasks:_ + Analyse the current legal framework and underlying institutional arrangements that underpin the social protection system, relying strongly on the existing Social Protection PEA while looking ahead toward prospective revisions and streamlining + Conduct research on applicable laws, regulations, and case law relevant to the project. + Substantively contribute to Component 1. **Qualifications, experience, and skills required:** + At least a Master’s Degree in Law, together with experience in public policy and social protection + Minimum 10 years professional experience, at least 5 years in legal consulting with a focus on social protection and inclusion is an advantage + Experience in MENA region is an advantage + Language requirements: Fluent spoken and written English language proficiency. Knowledge of Arabic would be an advantage. _Commencement date:_ Expected to commence in **May 2025** , subject to EUD approvals and coordination.
