Within this framework, the purpose of this contract is to provide on-demand technical assistance open to all Government entities targeted by EU interventions in Iraq through EU Special Measures and the EU multi-annual indicative program 2021-2026, as well as technical assistance directly to the EU delegation and support to the EU delegation for policy dialogue. For an assignment: **_Inclusive Social Protection Framework Analysis & Comparative Study_** DAI is looking to recruit: **NKE7 JUNIOR NON-KEY EXPERT: SOCIAL PROTECTION COUNTRY SPECIALIST AND STAKEHOLDER LIAISON** _ASSIGNMENT PURPOSE_ + The ultimate purpose of this assignment is to produce a comprehensive array of assessments, analyses, and comparative studies to provide strategic insight and direction to the EUD and its implementing partners to engage in transformative reforms across the suite of Iraq’s social safety net programs. Grounded in the political economy assessment produced by the Social Protection PEA assignment and informed by the Social Protection Programme for Iraq: Leveraging Effective Response and Accelerating Reform’s Mid-Term Review of Phase 1 and the thematic evaluation of the social protection sector. _ASSIGNMENT OBJECTIVES_ + COMPONENT A: Enhancing Equity in Social Protection: Developing an Inclusive Framework for Iraq's National Programs + COMPONENT B: Leveraging Global Insights on Social Protection Systems and Food Subsidy Programs’ Reforms _The expert will carry out the following tasks:_ + Working closely with the NKE 2 (NKE2 SENIOR NON-KEY EXPERT: SOCIAL PROTECTION COUNTRY SPECIALIST) to support all tasks, including research, liaison, coordination, knowledge/materials management, occasional interpreting and translating. + As specified by the NKE 1/2 (NKE1 SENIOR NON-KEY EXPERT: SOCIAL PROTECTION EXPERT / TEAM LEADER & NKE2 SENIOR NON-KEY EXPERT: SOCIAL PROTECTION COUNTRY SPECIALIST), support the research of select topics or institutions, and associated analysis and programming activities of the assignment. + Conduct community outreach and key informant interviews to support qualitative research and interviews with Iraqi beneficiaries and those who have slipped through the cracks. + Flexible support to other tasks as needed for the successful completion of the assignment, as specified by the NKE 1/2 (NKE1 SENIOR NON-KEY EXPERT: SOCIAL PROTECTION EXPERT / TEAM LEADER & NKE2 SENIOR NON-KEY EXPERT: SOCIAL PROTECTION COUNTRY SPECIALIST). **Qualifications, experience, and skills required:** + Bachelor’s degree in a relevant field such as public administration, social policies, or another related field. + 5 years of relevant experience + Good understanding of social policies and social protection challenges required. + Proven experience leading key informant interviews and focus group discussions. + Sound knowledge and existing relationships with GoI institutions relevant to the assignment, including MoLSA, MoT, MoE, MoP, etc. + Excellent diplomatic, interpersonal and communication skills. + Excellent report drafting skills. + Language requirements: Fluent spoken and written English and Arabic language proficiency is required. Knowledge of Kurdish would be an advantage. _Commencement date:_ Expected to commence in **May 2025** , subject to EUD approvals and coordination.
