O&M Manager
Overview ***This position is physically located in the Marshall Islands in support of LOGCAP*** Under supervision of the Public Works Director, responsible for the implementation, execution, and management of an Operation & Maintenance (O&M) contract providing services at multiple sites throughout the Marshall Islands. Works on solutions exercising independent judgment in developing methods, techniques, and evaluation criteria for obtaining results for total program in concert with and at the direction of the Public Works Director. Plans, organizes, directs, and controls the O&M activities of multiple locations and numerous surrounding work sites. Assists the Public Works Director with achievement of full responsibility and authority of the assigned contract. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. Responsible for all operations aspects of implementing the contract including cost management, schedule management, data management, and other related operations and maintenance activities. Responsible for providing logistical, supply, transportation, work controls and scheduling, and estimating and design support to the Public Works Director. Directly oversee the various leadership positions including the Trade Shop Supervisors, HVAC Supervisor, Horizontal Maintenance Supervisor, Carpenter Supervisor, Plumber Supervisor, Electrician Supervisor, Welder Supervisor and Master Electricians. Oversees a staff of approximately 225 personnel. Oversee the implementation of work controls, scheduling, and resource allocation using CMMS, a government provided, web-based tracking program (Maximo and/or GFEBS). Responsible for managing and leading lower-level leaders and employees performing facilities operations and maintenance related activities. Develops and executes integrated corporate and departmental policies and procedures and provides input on departmental business and technical strategies, objectives, and goals. Acquires resources for activity, provides technical coordination of suppliers and leads process improvements. Develops and maintains relationships and partnerships with customers, peers, stakeholders, and partners. Provides oversight and approval of technical approaches, products, and processes. Serves as primary liaison with current and prospective contract customers. Determines need and provides training for personnel to implement and complete maintenance requirements as directed by the Public Works Director. Participates in various program meeting/reviews and participates in formal briefings to both Customers and corporate management personnel. Generates various reports/deliverables including monthly program status reports to the appropriate management personnel as required by the Public Works Director. Implements enterprise tools to ensure features and benefits of the management system function are achieved to the fullest extent possible. Excellent computer, interpersonal, oral, and written communication skills required Performs other duties as assigned Qualifications Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. Bachelor’s degree in an engineering or related technical discipline preferred. Facility Management Professional or Project Management Professional desirable Ability to obtain USG driver’s license. Must be able to obtain a CAC Experience: Minimum of 7 years of experience in Operations and Maintenance of facility assets and utility infrastructure. Previous second-line supervisory experience (i.e., Assistant Plant Manager, O&M manager, O&M Supervisor) is preferred. Skills: Computer skills include a working knowledge of Microsoft Word, Excel, Outlook Successful candidate must demonstrate excellent written and oral communication skills as well having computer software skills (e.g., effective use of various Microsoft software programs). Direct experience working on projects in developing countries and experience working in conflict and/or post-conflict countries is highly desirable. The Facilities Operations & Maintenance Manager must have strong capability in team building and personnel development. Knowledge of customers (e.g., Department of Defense, United States Army Corps of Engineers and/or Department of State), as appropriate to the specific contract, is required. Working Conditions: Must be capable of working in tropical weather conditions with temperatures exceeding 80 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions. Includes some industrial production environment conditions as well. The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about ambient noise level. The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals Physical Requirements: Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
