As part of the Proposal Department, O&M Proposal Manager will be responsible for O&M proposal management, including O&M
support for DB and BOT projects, O&M proposal lead for pure O&M projects.
O&M Proposal Management
RFP/ER Analysis: Study RFPs/ER to identify key O&M proposal deliverables, compliance criteria, potential deviations, evaluation criteria, proposal submission procedure and deadline.O&M Proposal strategy: In line with winning strategy, to define the best competitive strategy along with DB Proposal Manager if it is DBO/BOT project.Coordination and Collaboration: To closely collaborate with DB Proposal Manager, participating in relevant meetings, e.g.: Kick off meeting, design freeze meeting, R&O meeting, cost review and close meeting, etc.Costing and Pricing: In coordination with Plant Asset Management Department and Process Coordinator define respectively the equipment renewal/maintenance plan and the most efficient consumptions for chemical, electricity, sludge disposal using outcomes from Proposal Engineer. Collect all the cost elements to build up the O&M price by means of Standard O&M price sheet and O&M hypothesis note.Risk Management: As part of the risk assessment process, make proposals for adapting the winning strategies, deviations, risk mitigation solutions, opportunities.Proposal Production: Oversee the O&M production and packaging of the final proposal, ensuring it shall be delivered on time with good quality.Contract negotiation: Lead or support contract negotiation with client.8. OMEGA and Win Process for Pure O&M project: Follow SUEZ Win process and Omega procedure, getting the relevant documents ready for review and validation, preside over the necessary meetings.O&M supporting for BOT projects
During project early stage (Pre-F.S, F.S, EIA stage), supporting BOT team to develop both technical and financial proposals in terms of O&M part.
Process and technology: Support to propose the proper treatment process along with technical guarantor and BOT manager, ensure the proposed process is the best solution to meet BD’s winning strategy.O&M Cost or Tariff Estimation: By assessment on raw water quality, guarantees, capacity and any unique project constraints, to quickly conduct necessary rough O&M cost estimate.General Management:
O&M database development and maintenance.From the existing OMEGA and Win process, to develop more detailed O&M proposal working flow and procedures dedicated to SEA.Flexible to develop preliminary/conceptual DB proposals if workload is low.To make necessary presentation or technical communication with client/consultant/partner.Support to do the necessary trainings or coaching for newcomers.
