No County Albany Street Address 200 Southern Blvd. City Albany State NY Zip Code 12209 Duties Description Under the general supervision of the Head Audit Clerk, the Office Assistant 3 (Calculations) will supervise, monitor and audit the approval, processing and reimbursement of vendor invoices totaling over $70 million annually. The OA 3 (Calculations) will verify the accuracy of recorded data and adherence to prescribed procedures, rules and regulations; will share in the supervision of day-to-day operations of Accounts Payable, the section responsible for a wide range of payments for goods and services requiring knowledge on a variety of types of payment or reimbursement, and will assist in the review and analysis of new systems and procedures and recommend changes when necessary. Duties will include but are not limited to the following: • Participate in hiring, training, evaluation and disciplining employees. Supervise subordinates, assign and monitor staff work/attendance, take corrective action in problem areas. Provide and periodically update written and oral training instructions. Complete the most complex transactions. Meet with employees and supervisors periodically. • Ensure prompt and accurate payment of invoices within rules, regulations, procedures and policies. Interpret and explain procedures to vendors and NYSTA personnel. Review and certify invoices for payment. • Resolve discrepancy invoices by communicating with vendors, Division staff and Purchasing as needed. Respond in writing or by phone to inquiries. Supervise staff in resolving problems and discrepancies relating to the Thruway Authority’s accounts with vendors. • Work directly with Information Technology or other Finance and Accounts staff to resolve system problems including those that directly affect payment processing. • Prepare and audit processing controls, review and recommend changes to procedure, develop and assist in preparation, analysis, and testing of new computer systems, reports, and procedures as required. • Additional duties as assigned. Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 12 or above and eligible for transfer under Section?70.1 of the NYS Civil Service Law. Or Provisional Appointment Pending Examination: Current New York State Thruway Authority employee with one year or more of qualifying competitive or 55-b/55-c service in a clerical, keyboarding, or paraprofessional* title allocated to Grade 7 or higher. Service in a direct care title is not qualifying experience.
