Position Summary:
ISI Professional Services is seeking an experienced Office Engineer with a strong background in construction management to support a U.S. Army Corps of Engineers (USACE) project. This role involves acting as the Owner's Representative, providing comprehensive engineering oversight for a new Bureau of Engraving and Printing (BEP) Currency Production Facility (CPF) project located in Beltsville, Maryland. The facility will span a 104-acre site and include extensive manufacturing, research, and security spaces.
The Office Engineer will be vital in managing the construction schedule, ensuring quality assurance, and facilitating communication among stakeholders throughout the project lifecycle. Candidates should be proficient in project management tools and possess experience in risk assessment and performance evaluation.
Essential Job Functions
Project Oversight: Supervise engineering activities to ensure compliance with project specifications and federal standards.Documentation: Maintain accurate records of construction activities, including daily reports, contract modifications, and quality assurance documentation.Construction Contract Modifications:Aid in managing paperwork for construction contract modifications, including assembling packages with scope development, cost estimates, time impacts, and construction impacts.Administer construction contract modifications by assisting in scope development, recommending estimates on costs and impacts, developing pre-negotiation recommendations, conducting negotiations, preparing related documents, and reviewing claims and associated documents.Maintain knowledge of current industry practices and trends, including sources for materials, labor, and equipment costs.Contract Progress Review: Review contractors' contract progress data, material and equipment usage, and quality control reports to provide comments/recommendations supporting progress payment computations.Document Control: Maintain orderly working files and an office document control system for minutes of meetings, payments, progress schedules, monthly reports, punch lists, RFIs, RFPs, and contract documents, including amendments and change orders.Payment Administration: Assist in administering construction contract payments and contract closeouts.RFI Process Support: Manage and process paperwork in support of the RFI process. Evaluate and provide recommendations on contractor time-impact analysis. Review contract submittals related to Project Schedule to ensure compliance, recommending Government approval for satisfactory submittals and providing clear comments for disapproved ones. All submittals must be reviewed and returned within 14 calendar days unless otherwise specified.Communication: Collaborate with project managers, contractors, and USACE representatives to address engineering challenges and streamline project delivery.Quality Assurance: Implement quality control processes to monitor construction practices and ensure adherence to USACE standards. Technical Support: Provide technical assistance and analysis for RFIs, contract modifications, and disputes.Reporting: Prepare regular status reports for stakeholders and participate in project review meetings.Qualifications:
Experience: 5+ years of relevant experience in construction administration, construction quality assurance, or inspection roles, preferably on USACE or federal projects.Technical Knowledge: Proficient in the use of RMS (Resident Management System) or equivalent construction management software. In-depth understanding of civil, structural, mechanical, and electrical systems in large-scale construction.Communication Skills: Excellent written and verbal communication skills with experience preparing detailed reports and documentation.Certifications: Preferred certifications include Construction Quality Management for Contractors (CQM-C), OSHA safety certifications, and other relevant industry certifications.Experience with USACE: Familiarity with USACE project requirements and federal construction standards is a plus. USACE Baltimore District project experience is preferred.Education: A bachelor’s degree in engineering, Construction Management, Architecture, or a related field is preferred but may be substituted with additional years of experience and industry certifications.Physical Requirements:

Work Setting/Environment/Travel Requirements:
Monday through Friday, eight (8) hours between 6:00 am – 6:00 pm
