JOB SUMMARY: Under general supervision, audits, examines, and analyzes accounting records to determine financial condition or compliance with regulationsof an assigned organization or program. Prepares financial reports concerning operating procedures and ensures each organization or programs compliance with applicable standards, laws, rules and regulations.
JOB SPECIFIC DUTIES: Under general supervision, performs and assists with professional, advanced-level, financial related, performance-related audits in accordance with Generally Accepted Governmental Auditing Standards. Audits assignments of a broad nature by reviewing financial and other records of sometimes unusual complexity to verify for accuracy and to be watchful for any improper activities. Gathers relevant information from diverse sources in order to thoroughly examine or review the project billings for compliance with the contract and pertinent provisions of laws, regulations and rules. Demonstrates the capacity to think in a strategic and innovative manner to identify original solutions to broad, cross-functional issues and complex audit problems. Analyzes information to determine relevant data necessary to achieve audit objectives. Performs adequate research and analysis of relevant data, verifies accuracy and adequacy, prepares and reviews audit work papers and reports for accuracy and completeness in accordance with Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR) and Generally Accepted Governmental Auditing Standards (GAGAS). Prepares and submits completed reports of audit results inclusive of findings conditions, causes, criteria and recommendations within established time frames. Undertakes special audit projects as requested. Reports audit findings and results properly and timely.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
· Bachelor’s degree in business administration or closely related field from an accredited college or university and one (1) year of professional job-related experience or
· Four (4) years of professional experience
· One year of experience at the lower level Auditor/Examiner 1 (FIP030) or position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
· Bachelor's degree from an accredited four-year college or university in Accounting or Finance and One year of experience in financial accounting/reporting systems with progressively more experience in accounting and/or auditing.
· Knowledge of GAAP, FAR, GAGAS
· All applicants must be highly detail-oriented and analytical with strong organizational skills.
· Experienced or skilled in soliciting candid and accurate information from interviews.
· Ability to document accurately and objectively the results of interviews with the auditee.
· Ability to prepare professional audit documentation.
· Experienced or knowledgeable in determining the data needed to achieve audit objectives
· Ability to follow Government Auditing Standards set forth for the requirements of obtaining evidence and performance of analysis to include data completeness, data authenticity and accuracy (GAGAS 6.53)
· Ability to adhere to office standard report format and Government Auditing Standards.
· Ability to construct working papers to satisfy GAAP, GAGAS, and Office of Audits standards for content, indexing, and cross-referencing, and ensure that conclusions and recommendations respond to objectives or purpose of the audit (s).
· Maintains knowledge of current trends and developments in the field.
· Intermediate experience in using Excel, Access, and Word and other computer programs related to the auditing field.
· Ability to communicate clearly with In Charge Auditor pertaining to audit issues and status to ensure all deadlines/objectives are met
· Ability to handle lead worker role in assisting less experienced staff in assembling and preparing working papers.
· Advanced level of communication skills with all levels of internal and external customers.
· High Level of Customer Service awareness and follow thru.
AGENCY PREFERRED QUALIFICATIONS:
· Experience in transportation/construction/government audit/accounting industries
. Work Experience of GAAP, FAR, GAGAS, coursework and/or work experience in electronic data processing applications or financial accounting systems.
· Advanced level of experience in Excel, Access, and Word
· Experience in auditing, interpreting financial statements, financial management/controlling, financial analysis, month/year end closing procedures, financial statement presentation, analytical analysis or financial reporting systems.
· Excellent written communication skills

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
