Reviews, monitors and ensures compliance with assigned program area's policies and procedures. PRIMARY DUTIES & RESPONSIBILITIES: Under the supervision of the Assistant Administrator for External Programs, act as the lead DBE Coordinator and Certification Specialist in the DBE Certification Section, supervising two professional staff. Serves as an expert in the field and first point of contact for DBE Coordinators relative to GUCP considerations. Responsible for start-to-finish administration of DBE application process. Review and analyze all necessary documents submitted with DBE applications to determine if approval or denial is appropriate course of action; expected to draft and review approval or denial letters for submission to Equal Opportunity Administrator. Assists DBE Coordinators as necessary to conduct on-site reviews and analyze application documents for DBEs applying for certification with the Department; ensures compliance with federal guidelines, rules and regulations. Develops, updates, and follows policies, guidelines, procedures, rules and regulations for the certification of DBEs pursuant to Federal and State regulations. Evaluates how the work of DBEs is utilized by prime contractors, developing procedures, ensuring compliance and monitoring EEO activity by DBE contractors. Consults with the Supportive Services contractor to assist in technical and educational training for the DBEs. Conducts field investigations leading to suggestion of methods to detect fraudulent activities, allegations or suspicion of fraud committed by prime contractors or DBEs. Assists with Title VI Investigations. Conducts special projects as deemed necessary by Division Director or Assistant Administrator for External Programs. MINIMUM QUALIFICATIONS The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications ENTRY QUALIFICATIONS: + High school diploma/GED and four (4) years of job-related experience; OR two (2) years of experience required at the lower-level Complnc Specialist 2 (RCP061) or position equivalent Note: Some positions may require a certification or licensure. Note: Some positions may require a valid driver's license. AGENCY SPECIFIC QUALIFICATIONS: + Master's degree in a related field from an accredited college or university AND Two years of related experience + OR bachelorā€™s degree in a related field from an accredited college or university AND Four years of related experience + OR associateā€™s degree in a related field from an accredited college or university AND Five years of experience, Two years of which in a position directly related to the area of assignment + OR Two years of experience required at the lower level Complnc Specialist 2 (RCP061) or position equivalent. + Possesses working knowledge with State and Federal laws and guidelines governing Equal Employment Opportunity and Affirmative Action, as applied to DBE/ACDBE certification requirements + Possesses working knowledge of and ability to interpret, apply, and monitor Equal Employment Opportunity Laws and Policies: in administering the Disadvantaged Business Enterprise (DBE) Program. + Demonstrated competency to read EEO manuals, Policies and Procedures; to communicate well while assisting individuals applying for certification with the DBE Program. + Possess basic math skills to evaluate financial statements from candidates applying for certification. + Possess ability to read and understand complex financial data, such as personal and business tax documents, personal financial statements, stock, investment and insurance materials. + Demonstrated ability to make sound and well-informed decisions and evaluate information to determine its accuracy and relevance while on a project. + Demonstrated ability to organize owns work, set priorities, determines objectives and strategies to achieve desired end. + Demonstrated ability to operate effectively in a fast-paced environment. + Demonstrated ability to use a computer to work more efficiently and improve work processes; to be open to new changes and procedures. + Demonstrated experience as a team player, trustworthy and able to work with others to achieve goals. + Displays a high level of initiative, effort and commitment toward completing assignments in a timely manner. + Displays a high standard of ethical conduct. + Demonstrated ability to consistently deliver responses, reports and other requested data on time and within budget. + Committed to providing quality customer service. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employeeā€™s favor, he or she will be allowed to compete.
