JOB SUMMARY: Under broad supervision, provides advanced level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.
PRIMARY DUTIES & RESPONSIBILITIES:
· Under general supervision manages the collection, processing, and reporting of transportation related data including traffic crash data and Geographic Information System data or systems inventory (road characteristics).
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications
ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field AND One (1) year of job-related experience OR an associate degree in a related field from an accredited college or university AND Two (2) years of job-related experience OR One (1) year of experience at position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
· Demonstrated experience developing budgets for hardware, software, and overall program needs
· Demonstrated professional level experience coordinating the installation, user assistance, and documentation of software programs.
· Demonstrated experience in the transportation field
· Demonstrated managerial experience
· Demonstrated experience in Project management.
· Demonstrated experience assigning and monitoring work.
· Demonstrated experience making sound decisions and leading a team.
· Knowledge of the basic principles of transportation data collection
· Beginner skill level with GIS software.
· Intermediate skill level in Microsoft Project, Word, Access, and Power Point.
· Strong problem-solving ability
· Ability to develop new insights into situations and/or ability to recognize opportunities to help the organization accomplish its objectives.
· Ability to negotiate with others to find mutually acceptable solutions
· Ability to work and communicate with staff, managers, and other business contacts in a professional, cooperative manner
· Ability to motivate and promote teamwork.
· Ability to lead people and get results through others.
· Ability to organize and manage multiple priorities.
· Problem analysis and problem resolution at both a strategic and functional level.

· Excellent interpersonal and communication skills.
AGENCY PREFERRED QUALIFICATIONS:
· Advanced skill level in using MS Outlook and Excel
· Demonstrated experience using Google Earth and Google Maps
· Intermediate skill level using GIS software
· Ability to learn and understand government reporting forms, particularly the state’s motor vehicle crash report.
· Ability to develop, manage and query personal databases
· Ability to perform and develop QA/QC measures on large data sets.

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
